This Act comes into effect as of the date specified by Cabinet Order within a period not exceeding 10 months from the date of promulgation; provided, however, that the provisions set forth in the following items come into effect as of the dates prescribed in those respective items.

①An owner of a motor vehicle that received new registration under the provisions of the Road Transport Vehicle Act before amendment by the provisions of Article 2 (hereinafter referred to as the "Former Road Transport Vehicle Act") before the date on which the provisions set forth in Article 1, item (iv) of the Supplementary Provisions come into effect (hereinafter referred to as the "Partial Effective Date") is not required to provide registration identification information, notwithstanding Article 18-3, paragraph (1) of the Road Transport Vehicle Act as amended by the provisions of that Article (hereinafter referred to as the "New Road Transport Vehicle Act"), only in the case where the owner files, for the first time on or after the Partial Effective Date, an application for registration of change, transfer registration, permanent cancellation of registration, provisional cancellation of registration for export or temporary cancellation of registration under the provisions of the New Road Transport Vehicle Act (excluding the case where the application is filed using the electronic data processing system referred to in paragraph (3)).

②An owner of a motor vehicle that received temporary cancellation of registration under the Former Road Transport Vehicle Act before the Partial Effective Date (hereinafter referred to as a "motor vehicle under temporary cancellation of registration") is not required to provide registration identification information, notwithstanding Article 18-3, paragraph (1) of the New Road Transport Vehicle Act, in the case where the owner files, on or after the Partial Effective Date, an application for new registration under the provisions of the New Road Transport Vehicle Act (excluding the case where the application is filed using the electronic data processing system referred to in the following paragraph).

③An owner of a motor vehicle referred to in the preceding two paragraphs may, in the case where the owner files an application using the electronic data processing system prescribed in Article 3, paragraph (1) of the Act on the Use of Information and Communications Technology in Administrative Procedures, etc. (Act No. 151 of 2002) pursuant to the provisions of that paragraph, request the Minister of Land, Infrastructure, Transport and Tourism at any time to notify the registration identification information, as provided by Order of the Ministry of Land, Infrastructure, Transport and Tourism.

④An owner of a motor vehicle under temporary cancellation of registration must, in the case where the owner files the application under paragraph (2) or makes the request under the preceding paragraph, submit the certificate of temporary cancellation of registration relating to that motor vehicle under temporary cancellation of registration to the Minister of Land, Infrastructure, Transport and Tourism.

An owner of a motor vehicle under temporary cancellation of registration must, in the case of transferring the motor vehicle under temporary cancellation of registration on or after the Partial Effective Date, deliver the certificate of temporary cancellation of registration relating to that motor vehicle under temporary cancellation of registration to the transferee. In this case, the provisions of Article 18-3, paragraph (2) of the New Road Transport Vehicle Act do not apply.

①An owner of a motor vehicle under temporary cancellation of registration must, in the case of making the notification under Article 16, paragraph (4) of the New Road Transport Vehicle Act on or after the Partial Effective Date, return the certificate of temporary cancellation of registration relating to that motor vehicle under temporary cancellation of registration to the Minister of Land, Infrastructure, Transport and Tourism.

②When the Minister of Land, Infrastructure, Transport and Tourism has recorded that fact in the motor vehicle registration file pursuant to Article 16, paragraph (7) of the New Road Transport Vehicle Act with regard to a motor vehicle under temporary cancellation of registration for which the notification under the preceding paragraph has been made, the Minister is to notify the owner of that motor vehicle under temporary cancellation of registration of the registration identification information.

The provisions of Article 61, paragraph (2), item (ii) of the New Road Transport Vehicle Act (limited to the part relating to two-wheeled small-sized motor vehicles) apply to a motor vehicle for which a motor vehicle inspection certificate has been issued for the first time, on or after the date on which the provisions set forth in Article 1, item (ii) of the Supplementary Provisions come into effect, pursuant to Article 60, paragraph (1) or Article 71, paragraph (4) of the New Road Transport Vehicle Act.

The provisions then in force continue to govern the application of penal provisions to conduct engaged in before this Act (or, for the provisions set forth in the items of Article 1 of the Supplementary Provisions, those provisions) comes into effect.

In addition to what are specified under Article 2 through the preceding Article of the Supplementary Provisions, transitional measures necessary for the enforcement of this Act (including transitional measures concerning penal provisions) are specified by Cabinet Order.

The Government is to, with five years after this Act comes into effect as a target, take into account the state of implementation of the provisions as amended by this Act and, if it finds it necessary, review those provisions and take necessary measures based on the results.
