A device made to move on land by a motor (原動機) without using rails or overhead wires, or a device made to be towed by one, other than a motorized bicycle (原動機付自転車).

保安基準
The technical standards for safety and for preventing pollution and otherwise conserving the environment, set under Articles 40 to 42, 44 and 45, that the structure and equipment of road transport vehicles (道路運送車両) must meet.
The Light Motor Vehicle Inspection Organization (軽自動車検査協会), the corporation provided for in Chapter V-2 that carries out the inspection work for light motor vehicles (軽自動車).
A light motor vehicle (軽自動車) other than a light motor vehicle exempt from inspection (検査対象外軽自動車).
Using a road transport vehicle (道路運送車両) as its equipment is meant to be used, whether or not it carries people or goods, except use only in places other than roads (道路).

A body registered by the Minister of Land, Infrastructure, Transport and Tourism (国土交通大臣) under Articles 96-2 to 96-4 to carry out information processing services (情報処理業務), to which the particulars of a certificate of transfer (譲渡証明書) and certain other certificates may be provided electronically in place of the paper certificate.
The National Agency for Automobile and Land Transport Technology (独立行政法人自動車技術総合機構), an incorporated administrative agency, which carries out the verification investigations (確認調査) for registering motor vehicles and the standards conformity examination (基準適合性審査) in vehicle inspections.

A light motor vehicle (軽自動車) of a kind a Ministry of Land, Infrastructure, Transport and Tourism Order (国土交通省令) specifies, which Article 58, paragraph (1) leaves out of the rule that a motor vehicle may be driven only after passing the Minister's inspection and while holding a valid motor vehicle inspection certificate (自動車検査証).
A motor vehicle specified maintenance business operator (自動車特定整備事業者) whose place of business the Director of a District Transport Bureau (地方運輸局長) has designated under Article 94-2, paragraph (1), as having the facilities, skills, management organization and inspection facilities that meet the standards a Ministry of Land, Infrastructure, Transport and Tourism Order (国土交通省令) sets and as sure to appoint motor vehicle inspectors (自動車検査員).
A common structural part (共通構造部) — part of a motor vehicle's structure, made up of the frame or body and some of the equipment listed in Article 41, paragraph (1), and used in common by several models — that fixes the minimum turning radius of the motor vehicles that have it, and whose models the Minister of Land, Infrastructure, Transport and Tourism (国土交通大臣) designates on application under Article 75-2.

The registration of a motor vehicle not yet registered, for which its owner (所有者) applies to the Minister of Land, Infrastructure, Transport and Tourism (国土交通大臣) under Article 7.
軽自動車の検査事務
The work of inspecting motor vehicles under Chapter V that concerns light motor vehicles (軽自動車), which the Minister of Land, Infrastructure, Transport and Tourism (国土交通大臣) has the Light Motor Vehicle Inspection Organization (軽自動車検査協会) carry out once it is established, apart from the work under Article 61-2 and Article 63, paragraph (1) and the management of technical information for examination (審査用技術情報管理事務).
Equipment listed in Article 41, paragraph (1), of a kind a Ministry of Land, Infrastructure, Transport and Tourism Order (国土交通省令) specifies, whose models (型式) the Minister of Land, Infrastructure, Transport and Tourism (国土交通大臣) designates on application under Article 75-3.
A code or other information that identifies the person recorded as a motor vehicle's owner (所有者) in the motor vehicle registration file (自動車登録ファイル) of Article 4, used to confirm that it is that person who is applying for a registration of the vehicle.

The work of receiving the particulars of a certificate of transfer (譲渡証明書), completion inspection certificate (完成検査終了証) or safety standards conformity certificate (保安基準適合証) provided electronically under Article 33, paragraph (4), Article 75, paragraph (5) or Article 94-5, paragraph (2), confirming the identity of the person who provided them and the other matters a Ministry of Land, Infrastructure, Transport and Tourism Order (国土交通省令) sets, and answering the inquiries of the Minister of Land, Infrastructure, Transport and Tourism (国土交通大臣) under Article 7, paragraph (5) and Article 94-5, paragraph (10).
A person in the business of making motor vehicles, or a person in the business of importing motor vehicles under a contract to buy them from someone abroad in the business of making motor vehicles for export to Japan.
A person designated by the Minister of Land, Infrastructure, Transport and Tourism (国土交通大臣) under Article 25, paragraph (1), for each place of business, to carry on the business of issuing motor vehicle registration number plates (自動車登録番号標) to the owners of registered motor vehicles.

In Article 63-2, Article 63-3, paragraphs (2) to (4) and Article 63-4, paragraph (1), a person in the business of making motor vehicle equipment, or a person in the business of importing motor vehicle equipment under a contract to buy it from someone abroad in the business of making it for export to Japan.

The record, of a kind a Cabinet Order (政令) specifies, proving that the information management center (情報管理センター) under the Act on Recycling of End-of-Life Automobiles has received a report that a motor vehicle was properly dismantled under that Act.

In the supplementary provisions (附則) of Act No. 40 of 2006, this Act as amended by Article 2 of Act No. 40 of 2006.
第六号施行日
In the supplementary provisions (附則) of Act No. 14 of 2019, the date the provisions listed in Article 1, item (vi) of those supplementary provisions, Article 4 of that Act among them, come into effect, a date set by Cabinet Order (政令) within four years of that Act's promulgation.
封印取付受託者

検査事務規程
The rules on carrying out the inspection work for light motor vehicles (軽自動車の検査事務) that the Light Motor Vehicle Inspection Organization (軽自動車検査協会) must set, and have approved by the Minister of Land, Infrastructure, Transport and Tourism (国土交通大臣), before it starts that work, and again whenever it changes them.

The information management center (情報管理センター) under the Act on Recycling of End-of-Life Automobiles.
A motor vehicle that a person in the business of delivering motor vehicles under their own power (回送), holding permission from the Director of a District Transport Bureau (地方運輸局長), delivers as part of that business.
大型自動車使用者等
A user (使用者) who must appoint a maintenance manager (整備管理者) under Article 50, paragraph (1): one using, at a base of operations (使用の本拠), at least the number a Ministry of Land, Infrastructure, Transport and Tourism Order (国土交通省令) sets of motor vehicles with a gross vehicle weight of 8 tonnes or more or of other kinds that Order specifies.

A person whom the Minister of Land, Infrastructure, Transport and Tourism (国土交通大臣) has entrusted under Article 74-5, paragraph (1) with recording on and returning motor vehicle inspection certificates (自動車検査証) under Article 62, paragraph (2) and issuing inspection marks (検査標章) under Article 66, paragraph (2), apart from judging the results of continuing inspections (継続検査) and other work a Ministry of Land, Infrastructure, Transport and Tourism Order (国土交通省令) leaves out.
特定変更記録事務代行者
A person whom the Minister of Land, Infrastructure, Transport and Tourism (国土交通大臣) has entrusted under Article 74-6, paragraph (1) with the work of recording changes (変更記録) on motor vehicle inspection certificates (自動車検査証) under Article 67, paragraph (1), apart from examining whether a change should be recorded and other work a Ministry of Land, Infrastructure, Transport and Tourism Order (国土交通省令) leaves out.
In Article 75-2, a structural part of a motor vehicle, made up of its frame or body and some of the other equipment listed in Article 41, paragraph (1), that is used in common by motor vehicles of more than one model (型式).
A record made in electronic, magnetic or any other form people cannot perceive directly, for use in computer processing.

In Article 36-2, the delivery operation permits (回送運行許可証) currently issued to, and the delivery operation permit number plates (回送運行許可番号標) currently lent to, a person holding the permission of paragraph (1) of that Article for a business of delivering motor vehicles under their own power.
A device needed to drive a motor vehicle automatically by program (プログラム), built mainly of sensors that detect the vehicle's state while running and its surroundings and of a computer (電子計算機) and program that process their data, which, used under the conditions the Minister of Land, Infrastructure, Transport and Tourism (国土交通大臣) attaches to each device, can take over all of a driver's ability to recognize, predict, judge and operate, and which has equipment recording the data needed to check how that function is working.

A device needed to drive a motor vehicle automatically by program (プログラム), built mainly of sensors that detect the vehicle's state while running and its surroundings and of a computer (電子計算機) and program that process their data, which, used under the conditions the Minister of Land, Infrastructure, Transport and Tourism (国土交通大臣) attaches to each device, can take over all of a driver's ability to recognize, predict, judge and operate, and which has equipment recording the data needed to check how that function is working.

The work of managing the technical information, of a kind a Ministry of Land, Infrastructure, Transport and Tourism Order (国土交通省令) specifies, needed for the standards conformity examination (基準適合性審査) of whether vehicles meet the safety standards (保安基準).
The inventory of property, balance sheet and profit and loss statement that the Light Motor Vehicle Inspection Organization (軽自動車検査協会) must prepare for each business year and submit to the Minister of Land, Infrastructure, Transport and Tourism (国土交通大臣) within three months of the year's end.
