Supplementary Provisions, Article 1Effective Date
第一条（施行期日）
This Act comes into effect on April 1, 2016; provided, however, that the provisions set forth in the following items come into effect on the dates specified in those items:
この法律は、平成二十八年四月一日から施行する。ただし、次の各号に掲げる規定は、当該各号に定める日から施行する。
The provisions amending Article 63-4, paragraph (1) of the Road Transport Vehicle Act in Article 1, and the provisions of Article 12, paragraphs (2) and (3) and Article 19 of the Supplementary Provisions: the date of promulgation;
第一条中道路運送車両法第六十三条の四第一項の改正規定並びに附則第十二条第二項及び第三項並びに第十九条の規定 公布の日
The provisions amending Article 7, paragraph (3), Article 11, Article 94-5, paragraph (7) and Article 105-2 of the Road Transport Vehicle Act in Article 1, the provisions amending Article 108, item (i) of that Act in Article 1 (limited to the part replacing "Article 11, paragraph (4)" with "Article 11, paragraph (5)"), the provisions amending Article 109, item (i) of that Act in Article 1, and the provisions of Article 21 of the Supplementary Provisions: the date specified by Cabinet Order on or before March 31, 2016.

第二条（確認調査に関する経過措置）
Notwithstanding Article 24-2, paragraph (1) of the Road Transport Vehicle Act as amended by the provisions of Article 1 (referred to as the "New Road Transport Vehicle Act" in the following Article), the Minister of Land, Infrastructure, Transport and Tourism is to conduct directly, until the day preceding April 1, 2018 (that date is hereinafter referred to as the "designated day"), the verification investigation concerning the registration of a motor vehicle whose base of operations is located within an area specified by Cabinet Order (meaning the verification investigation prescribed in that paragraph; the same applies in Article 10 of the Supplementary Provisions).
Supplementary Provisions, Article 3Transitional Measures Concerning Permission for Delivery Operation
第三条（回送運行の許可に関する経過措置）
The provisions of Article 36-2 of the New Road Transport Vehicle Act (including as applied mutatis mutandis pursuant to Article 73, paragraph (2) of the New Road Transport Vehicle Act; the same applies hereinafter in this Article) apply to a person who obtains the permission under Article 36-2, paragraph (1) of the New Road Transport Vehicle Act on or after the date this Act comes into effect (hereinafter referred to as the "Effective Date"), and the provisions then in force continue to govern a person who, at the time this Act comes into effect, has already obtained the permission under Article 36-2, paragraph (1) of the Road Transport Vehicle Act prior to the amendment by the provisions of Article 1 (hereinafter referred to as the "Former Road Transport Vehicle Act") (including as applied mutatis mutandis pursuant to Article 73, paragraph (2) of the Former Road Transport Vehicle Act; the same applies hereinafter in this Article). In this case, the phrases in Article 36-2, paragraph (1) of the Former Road Transport Vehicle Act that are listed in the left column of the following table are deemed to be replaced with the phrases listed in the right column of that table.
| When a motor vehicle on which the delivery operation permit number plate and the number indicated thereon are displayed so as to be easily visible, as specified by Order of the Ministry of Land, Infrastructure, Transport and Tourism, and for which a delivery operation permit is kept, is put into operation within the validity period of that delivery operation permit in accordance with the purpose stated therein, the provisions of Article 4, Article 19, Article 58, paragraph (1) and Article 66, paragraph (1) do not apply to that motor vehicle. | When a motor vehicle that satisfies the following requirements is put into operation within the validity period of that delivery operation permit in accordance with the purpose stated therein, the provisions of Article 4, Article 19, Article 58, paragraph (1) and Article 66, paragraph (1) do not apply to that motor vehicle. (i) The delivery operation permit number plate is displayed in the position specified by Order of the Ministry of Land, Infrastructure, Transport and Tourism, and by a method specified by Order of the Ministry of Land, Infrastructure, Transport and Tourism as one that does not impede identification of the number indicated on that delivery operation permit number plate, such as by not covering the plate; (ii) The delivery operation permit is kept. |
新道路運送車両法第三十六条の二（新道路運送車両法第七十三条第二項において準用する場合を含む。以下この条において同じ。）の規定は、この法律の施行の日（以下「施行日」という。）以後に新道路運送車両法第三十六条の二第一項の許可を受けた者について適用し、この法律の施行の際現に第一条の規定による改正前の道路運送車両法（以下「旧道路運送車両法」という。）第三十六条の二第一項（旧道路運送車両法第七十三条第二項において準用する場合を含む。以下この条において同じ。）の許可を受けている者については、なお従前の例による。この場合において、旧道路運送車両法第三十六条の二第一項中次の表の上欄に掲げる字句は、同表の下欄に掲げる字句とする。
| 国土交通省令で定めるところにより回送運行許可番号標及びこれに記載された番号を見やすいように表示し、かつ、回送運行許可証を備え付けたものを、当該回送運行許可証の有効期間内に、これに記載された目的に従つて運行の用に供するときは、第四条、第十九条、第五十八条第一項及び第六十六条第一項の規定は、当該自動車について適用しない。 | 次に掲げる要件を満たすものを、当該回送運行許可証の有効期間内に、これに記載された目的に従つて運行の用に供するときは、第四条、第十九条、第五十八条第一項及び第六十六条第一項の規定は、当該自動車について適用しない。 一 回送運行許可番号標を国土交通省令で定める位置に、かつ、被覆しないことその他当該回送運行許可番号標に記載された番号の識別に支障が生じないものとして国土交通省令で定める方法により表示していること。 二 回送運行許可証を備え付けていること。 |
Supplementary Provisions, Article 18Transitional Measures Concerning Penal Provisions
第十八条（罰則に関する経過措置）
The provisions then in force continue to govern the application of penal provisions to acts committed before this Act comes into effect and to acts committed after this Act comes into effect in the cases where the provisions then in force continue to govern pursuant to the provisions of Article 3 and the preceding Article of the Supplementary Provisions.
この法律の施行前にした行為並びに附則第三条及び前条の規定によりなお従前の例によることとされる場合におけるこの法律の施行後にした行為に対する罰則の適用については、なお従前の例による。
Supplementary Provisions, Article 19Delegation to Cabinet Order
第十九条（政令への委任）
Beyond what is provided for in these Supplementary Provisions, transitional measures necessary for the enforcement of this Act (including transitional measures concerning penal provisions) are specified by Cabinet Order.
この附則に規定するもののほか、この法律の施行に関し必要な経過措置（罰則に関する経過措置を含む。）は、政令で定める。
