This Act comes into effect on October 1, 2019; provided, however, that the following Article, the proviso to Article 3, and the provisions of Article 8 through Article 10 of the Supplementary Provisions, the amending provision in Article 13 of the Supplementary Provisions amending row 94 of Appended Table 1 and row 116 of Appended Table 2 of the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures (Act No. 27 of 2013) (limited to the part pertaining to row 94 of Appended Table 1), and the provisions of Article 14 and Article 17 of the Supplementary Provisions, come into effect on the date of promulgation.
