This Act comes into effect as of the date specified by Cabinet Order within a period not exceeding six months from the date of promulgation; provided, however, that the provisions amending Article 7, paragraph (3), item (ii) come into effect as of the date of promulgation.

The user of a motor vehicle (excluding a light motor vehicle exempt from inspection and a special small motor vehicle) who has performed disassembly maintenance under Article 64, paragraph (1) of the Road Transport Vehicle Act prior to the amendment by this Act (hereinafter referred to as the "Former Act") within 15 days before the day this Act comes into effect (hereinafter referred to as the "Effective Date") and has not received a disassembly maintenance inspection under the provisions of that paragraph by the day preceding the Effective Date must, without delay after this Act comes into effect, enter the particulars listed in items (iii) through (v) of Article 49, paragraph (1) of the Road Transport Vehicle Act after the amendment by this Act (hereinafter referred to as the "New Act") in the inspection and maintenance record book under that paragraph; provided, however, that this does not apply where the user has performed that disassembly maintenance as the necessary maintenance under Article 47-2, paragraph (3) of the Former Act as applied mutatis mutandis pursuant to Article 48, paragraph (2) of the Former Act and has made an entry in the periodic inspection and maintenance record book under Article 49, paragraph (1) of the Former Act pursuant to the provisions of that paragraph, or where a motor vehicle disassembly maintenance business operator under Article 78, paragraph (4) of the Former Act has performed that disassembly maintenance and has carried out an inspection under the provisions of Article 90 of the Former Act.

With regard to the retention of the periodic inspection and maintenance record book under Article 49, paragraph (1) of the Former Act, the provisions then in force continue to govern.

The provisions of Article 63, paragraphs (2) and (4) of the New Act do not apply to a motor vehicle that is the subject of a public notice made pursuant to the provisions of Article 63, paragraph (1) of the Former Act, the last day of the period fixed pursuant to the provisions of that paragraph being on or after the Effective Date, and that has received a disassembly maintenance inspection under the provisions of Article 64, paragraph (1) of the Former Act on or after the day of that public notice and by the day preceding the Effective Date, or to the motor vehicle inspection certificate pertaining to that motor vehicle.

With regard to the display of the inspection mark for a motor vehicle that, as a result of a disassembly maintenance inspection under the provisions of Article 64 of the Former Act received before this Act comes into effect, could not receive the return of its motor vehicle inspection certificate, the provisions then in force continue to govern, notwithstanding the provisions of Article 66, paragraph (5) of the New Act.

A person who, before this Act comes into effect, was dismissed from the post of chief inspector by an order under the provisions of Article 88 of the Former Act and for whom two years have not elapsed from the date of dismissal may not become a light motor vehicle inspector or a motor vehicle inspector, notwithstanding the provisions of Article 76-32, paragraph (5) and Article 94-4, paragraph (5) of the New Act.

With regard to the application of penal provisions to acts committed before this Act comes into effect and to acts committed after this Act comes into effect in the cases where the provisions then in force continue to govern pursuant to the provision of Article 5 of the Supplementary Provisions, the provisions then in force continue to govern.
