The provisions of Article 69, paragraph (1) of the New Act apply to light motor vehicles subject to inspection and two-wheeled small-sized motor vehicles that come to fall under the grounds set out in item (i) or (ii) of that paragraph on or after the day this Act comes into effect (hereinafter referred to as the "Effective Date"), and with regard to those motor vehicles that came to fall under those grounds before the Effective Date, the provisions then in force continue to govern.
