Of this Act, the provisions of Article 1, the following Article, Article 3 of the Supplementary Provisions and Article 6 of the Supplementary Provisions come into effect as of the date specified by Cabinet Order within a period not exceeding six months from the date of promulgation, and the provisions of Article 2, Article 4 of the Supplementary Provisions and Article 5 of the Supplementary Provisions come into effect as of the date specified by Cabinet Order within a period not exceeding one year from the date of promulgation.

①In the case where, at the time the provisions of Article 1 come into effect, a person has actually entrusted the affixing of a seal pursuant to the provisions of Article 11, paragraph (2) of the Road Transport Vehicle Act prior to the amendment under the provisions of that Article (hereinafter referred to in this Article as the "Former Act"), that entrustment is deemed to be an entrustment of the affixing of a seal pursuant to the provisions of Article 28-3, paragraph (1) of the Road Transport Vehicle Act after the amendment under the provisions of Article 1 (hereinafter referred to in this Article as the "New Act").

②In the case where, before the provisions of Article 1 come into effect, a period was publicly notified or notified pursuant to the provisions of paragraph (1) of that Article for conducting an inspection under the provisions of Article 63, paragraph (3) of the Former Act, the provisions then in force continue to govern that inspection even where that period extends beyond the time the provisions of Article 1 come into effect.

③With regard to the validity period of a motor vehicle preliminary inspection certificate issued pursuant to the provisions of Article 71, paragraph (4) of the Former Act before the provisions of Article 1 come into effect, the provisions then in force continue to govern.

④A person who, at the time the provisions of Article 1 come into effect, actually falls under any one of the items of Article 86, paragraph (1) of the Former Act and has been appointed as the chief inspector, and for whom a notification under the provisions of Article 87 of the Former Act was made before the provisions of Article 1 came into effect, is deemed to be a person who satisfies the requirements specified by Order of the Ministry of Transport under Article 86, paragraph (1) of the New Act, even where that person is not such a person, for as long as that person continues after the provisions of Article 1 come into effect to be appointed as the chief inspector of the place of business concerned.

①Dispositions, procedures and other acts carried out before the provisions of Article 2 come into effect under the provisions of the Road Transport Vehicle Act prior to the amendment under the provisions of that Article (hereinafter referred to as the "Former Act") and orders based thereon are deemed to be dispositions, procedures and other acts carried out under the corresponding provisions of the Road Transport Vehicle Act after the amendment under the provisions of that Article (hereinafter referred to as the "New Act") and orders based thereon.

②The verification slip, certified copy for new registration, motor vehicle inspection certificate, extraordinary inspection pass mark, inspection mark and motor vehicle preliminary inspection certificate issued under the provisions of the Former Act before the provisions of Article 2 come into effect are deemed to be, respectively, the verification slip, certificate of cancellation of registration, motor vehicle inspection certificate, extraordinary inspection pass mark, inspection mark and motor vehicle preliminary inspection certificate issued under the provisions of the New Act.

③A registration made in the motor vehicle registration ledger before the provisions of Article 2 come into effect (including one made under the provisions of other laws and regulations) is deemed to be a registration made in the motor vehicle registration file.

④The Minister of Transport may, until the date specified by Cabinet Order, establish a motor vehicle registration ledger as provided by Cabinet Order and register motor vehicles in it.

⑤The Minister of Land, Infrastructure, Transport and Tourism may, for the time being, as provided by Cabinet Order, establish a motor vehicle registration ledger for particulars that are to be registered in the motor vehicle registration file under the provisions of other laws and regulations, and register those particulars in it.

⑥A registration made in the motor vehicle registration ledger pursuant to the provisions of the preceding two paragraphs is deemed, for the application of the New Act and the provisions of other laws and regulations, to be a registration made in the motor vehicle registration file.

⑦The Minister of Land, Infrastructure, Transport and Tourism may, as provided by Cabinet Order, transfer the particulars registered in the motor vehicle registration ledger established pursuant to the provisions of the Former Act and paragraphs (4) and (5) to the motor vehicle registration file.

⑧The Minister of Transport may, until the date specified by Cabinet Order, as provided by Cabinet Order, keep a motor vehicle inspection record book and record in it the particulars prescribed in Article 72 of the New Act.

⑨In addition to what is provided for in the preceding paragraphs, Cabinet Order may specify the transitional measures necessary in connection with the enforcement of the provisions of Article 2, and the delegation of authority and other measures found necessary in connection with the enforcement of the provisions of paragraphs (4) and (5) and the preceding two paragraphs.

With regard to the application of penal provisions to acts committed before this Act comes into effect and to acts committed after the provisions of Article 1 come into effect that relate to an inspection for which the provisions then in force are to continue to govern pursuant to the provisions of Article 2, paragraph (2) of the Supplementary Provisions, the provisions then in force continue to govern.
