Supplementary Provisions
第一条（施行期日）
Supplementary Provisions, Article 1Effective Date
This Act comes into effect on April 1, 2018; provided, however, that the provisions set forth in the following items come into effect on the dates specified respectively in those items:
この法律は、平成三十年四月一日から施行する。ただし、次の各号に掲げる規定は、当該各号に定める日から施行する。

第五十二条（印紙税法の一部改正に伴う経過措置）
Supplementary Provisions, Article 52Transitional Measures Accompanying the Partial Amendment of the Stamp Tax Act
Where approval under Article 12, paragraph (1) of the Stamp Tax Act before amendment by the provisions of Article 10 has been obtained with respect to the deposit passbooks, etc. prescribed in that paragraph that are prepared during the period from the Effective Date through March 31, 2019, that approval is deemed to be approval obtained under Article 12, paragraph (1) of the Stamp Tax Act as amended by the provisions of Article 10 with respect to the deposit passbooks, etc. prescribed in that paragraph that are prepared within each taxable period prescribed in that paragraph.
第十条の規定による改正前の印紙税法第十二条第一項の規定により施行日から平成三十一年三月三十一日までの期間内に作成する同項に規定する預貯金通帳等について同項の承認を受けた場合には、当該承認は、第十条の規定による改正後の印紙税法第十二条第一項の規定により同項に規定する各課税期間内に作成する同項に規定する預貯金通帳等について受けた承認とみなす。
第百四十三条（罰則に関する経過措置）
Supplementary Provisions, Article 143Transitional Measures Concerning Penal Provisions
With regard to the application of penal provisions to acts committed before this Act (or, for the provisions set forth in the items of Article 1 of the Supplementary Provisions, those provisions; the same applies hereinafter in this Article) comes into effect and to acts committed after this Act comes into effect in the cases where the provisions then in force continue to govern pursuant to the provisions of these Supplementary Provisions, the provisions then in force continue to govern.
この法律（附則第一条各号に掲げる規定にあっては、当該規定。以下この条において同じ。）の施行前にした行為及びこの附則の規定によりなお従前の例によることとされる場合におけるこの法律の施行後にした行為に対する罰則の適用については、なお従前の例による。
第百四十四条（政令への委任）
Supplementary Provisions, Article 144Delegation to Cabinet Order
Beyond what is provided for in these Supplementary Provisions, transitional measures necessary in connection with the enforcement of this Act are specified by Cabinet Order.
この附則に規定するもののほか、この法律の施行に関し必要な経過措置は、政令で定める。

わかりやすく言うと
別表第一第十八号の預貯金通帳などと第十九号の付込み通帳のうち、政令で定める通帳のことです。所轄税務署長の承認を受ければ、印紙を貼る代わりに、四月から翌年三月までの課税期間ごとに金銭で印紙税を納付できます。
