第二条（適用区分等）
The provisions of Article 24-2 and Article 30-44, paragraphs (5) through (11) of the Residential Basic Book Act as revised by this Act (hereinafter referred to as the "new Act") apply to a person who receives the issuance of a Basic Resident Register Card (hereinafter in this paragraph referred to as a "Basic Resident Register card") prescribed in paragraph (1) of that Article pursuant to the provisions of paragraph (3) of that Article on or after the date on which this Act comes into effect, and to a person who, at the time this Act comes into effect, has been issued a Basic Resident Register card other than a Basic Resident Register card used under ordinance (meaning a Basic Resident Register card used pursuant to the provisions of Article 30-44, paragraph (8) of the Residential Basic Book Act prior to its revision by this Act; the same applies hereinafter in this paragraph); and with regard to a person who, at the time this Act comes into effect, has been issued a Basic Resident Register card used under ordinance, the provisions then in force continue to govern.
The provisions of Article 22 and Article 30-46 of the new Act apply to the case where a foreign resident prescribed in Article 30-45 of the new Act (hereinafter referred to as a "foreign resident") has moved in, as prescribed in Article 22, paragraph (1) of the new Act, on or after the date specified in item (i) of the preceding Article (hereinafter referred to as the "item (i) effective date").
新法第二十二条及び第三十条の四十六の規定は、新法第三十条の四十五に規定する外国人住民（以下「外国人住民」という。）が前条第一号に定める日（以下「第一号施行日」という。）以後に新法第二十二条第一項に規定する転入をした場合について適用する。
The provisions of Article 30-47 of the new Act apply to the case where a foreign resident has become a mid- to long-term resident, etc. prescribed in Article 30-46 of the new Act, on or after the item (i) effective date.
新法第三十条の四十七の規定は、外国人住民が第一号施行日以後に新法第三十条の四十六に規定する中長期在留者等になった場合について適用する。
