In Article 11-2 and Article 50, a person or corporation (including an association with a representative or administrator) that applies to the mayor to inspect a partial copy of the Basic Resident Register (住民基本台帳) for public-interest surveys or research, public-interest activities of a public organisation for local residents' welfare, or certain non-commercial checks of where someone lives, such as for bringing a lawsuit.

外国人住民
A person without Japanese nationality who has an address in a municipality and is a mid- to long-term resident (中長期在留者), a special permanent resident (特別永住者), a person granted landing permission for temporary refuge or permission for provisional stay, or a person allowed to stay on for up to 60 days after birth in Japan or loss of Japanese nationality (経過滞在者).

A national body, a corporation listed in Appended Table I, a municipal mayor or other municipal body, or a governor or other body of a prefecture other than the notifying prefecture (通知都道府県), that a Ministry of Internal Affairs and Communications Order (総務省令) names as handling the quasi-statutory work (準法定事務) the Order specifies.
The work that Chapter IV-2 and Article 37, paragraph (2) of this Act give the Japan Agency for Local Authority Information Systems (機構) to do.

A designated city under Article 252-19, paragraph (1) of the Local Autonomy Act: a city with a population of 500,000 or more designated by Cabinet Order (政令).

In Article 30-40, the council each prefecture sets up on the protection of the identity confirmation information (本人確認情報) that municipal mayors pass to the governor under Article 30-6, paragraph (1).
A foreign national residing in Japan with a status of residence who is issued a residence card: everyone except those granted a stay of three months or less, Temporary Visitors, holders of Diplomat or Official status, and others specified by Ministry of Justice Order.

In the supplementary provisions (附則) of Act No. 109 of 2007, the Director-General of the Social Insurance Agency (社会保険庁長官), a Director of a Regional Social Insurance Bureau (地方社会保険事務局長) or the head of a Social Insurance Office (社会保険事務所長).

The date the provisions listed in Article 1, item (ix) of the supplementary provisions (附則) of Act No. 16 of 2019 come into effect — among them the part of its amendment to Article 17 of this Act that concerns items (v) and (vi) — a date set by Cabinet Order (政令) within three years of that Act's promulgation (公布, its official publication).

In row 7-3 of Appended Table 3, row 4-3 of Appended Table 4 and item 8-3 of Appended Table 5, the Child Welfare Act as it stood before Article 1 of the Act Partially Amending the Child Welfare Act, etc. (Act No. 29 of 2025) amended it, as the former special-zone rules on nursery teachers (Article 12-5, paragraph (8) of the law on National Strategic Special Zones (国家戦略特別区域法) before that Act) applied it with changed wording; Article 15, paragraph (1) of that Act's supplementary provisions (附則) keeps parts of it in effect, among them registration under its Article 18-18, paragraph (1), for people who passed the former special-zone nursery teacher exam.
住民としての地位の変更に関する届出
A notification or other step a resident takes with the mayor or another body of the municipality about a change in their status as a resident, such as a change of address, household or head of household and the changes in rights and duties that come with it.
In Article 17, a notification under Article 24 that one is moving out to a place outside Japan.
