The provisions of Article 19-10 of the New Immigration Control Act do not apply to a mid- to long-term resident prescribed in Article 16, paragraph (1) of the Supplementary Provisions who has not filed an application pursuant to the provisions of Article 3, paragraph (1) of the Alien Registration Act prior to its repeal by the provisions of Article 4 (hereinafter referred to as the "Former Alien Registration Act") (excluding a person who has filed an application pursuant to the provisions of Article 16, paragraph (1) of the Supplementary Provisions).
