Supplementary Provisions, Article 1Effective Date
第一条（施行期日）
This Act comes into effect as of the date specified by Cabinet Order within a period not exceeding 2 years from the date of promulgation; provided, however, that the provisions set forth in the following items come into effect as of the dates specified respectively in those items.
この法律は、公布の日から起算して二年を超えない範囲内において政令で定める日から施行する。ただし、次の各号に掲げる規定は、当該各号に定める日から施行する。

Supplementary Provisions, Article 2Transitional Measures Concerning Residence Cards
第二条（在留カードに関する経過措置）
With regard to the validity period of a residence card (meaning a residence card prescribed in Article 19-3 of the Immigration Control and Refugee Recognition Act (referred to as the "Immigration Control Act" in paragraph (3)); hereinafter the same applies in this Article and Article 4 of the Supplementary Provisions) issued before the effective date of this Act (hereinafter referred to as the "Effective Date"), the provisions then in force continue to govern.
With regard to the procedures for extension of the validity period of a residence card issued before the Effective Date whose validity period is set to expire on the day before the 16th birthday, the provisions then in force continue to govern.
With regard to the validity period of a residence card newly issued upon an application for extension of the validity period of a residence card issued before the Effective Date whose validity period is set to expire on the day before the 16th birthday, the term "5th" in Article 19-5, paragraph (1), item (ii) of the Immigration Control Act as amended by the provisions of Article 1 is deemed to be replaced with "6th".
施行日前に交付された有効期間の満了の日が十六歳の誕生日の前日とされている在留カードの有効期間の更新の申請があった場合に新たに交付される在留カードの有効期間については、第一条の規定による改正後の入管法第十九条の五第一項第二号中「五回目」とあるのは、「六回目」とする。
With regard to the obligation to present a residence card issued before the Effective Date, the provisions then in force continue to govern.
Supplementary Provisions, Article 4Transitional Measures Concerning Deportation
第四条（退去強制に関する経過措置）
With regard to deportation on the grounds of an act committed in relation to a residence card prescribed in Article 2, paragraph (1) of the Supplementary Provisions or a special permanent resident certificate prescribed in paragraph (1) of the preceding Article, the provisions then in force continue to govern.
Supplementary Provisions, Article 5Transitional Measures Concerning Penal Provisions
第五条（罰則に関する経過措置）
With regard to the application of penal provisions to acts committed before the Effective Date, the provisions then in force continue to govern.
施行日前にした行為に対する罰則の適用については、なお従前の例による。
Supplementary Provisions, Article 11Delegation to Cabinet Order
第十一条（政令への委任）
Beyond what is provided for in these Supplementary Provisions, transitional measures necessary incidental to the enforcement of this Act are specified by Cabinet Order.
この附則に定めるもののほか、この法律の施行に伴い必要な経過措置は、政令で定める。
