Supplementary Provisions

This Act comes into effect as of the date specified by Cabinet Order within a period not exceeding 1 year from the date of promulgation; provided, however, that the provisions of Chapter I, Chapter III, Article 103, Article 106, Article 107, Article 110 (limited to the part pertaining to Article 80 (including as applied mutatis mutandis pursuant to Article 86 and Article 88, paragraph (2))), Article 112 (limited to the part pertaining to item (xii)), Article 114 and Article 115, and the provisions of Articles 5 through 9, Article 11, Articles 14 through 17, Article 18 (limited to the provision amending Appended Table 3 of the Registration and License Tax Act (Act No. 35 of 1967)), Articles 20 through 23 and Article 26 of the Supplementary Provisions come into effect as of the date of promulgation.

①The provisions then in force continue to govern the status of residence and period of stay of a person residing in Japan with the status of residence of "Technical Intern Training" in Appended Table I (2) of the Former Immigration Control Act at the time this Act comes into effect, and of a person residing after having been granted a seal of verification for landing or permission (limited to those with a decision of status of residence) pursuant to the provisions of Chapter III, Section 1 or 2 of the Former Immigration Control Act in the cases where the provisions then in force continue to govern pursuant to the provisions of paragraph (3), item (i) and paragraph (4); provided, however, that this does not apply to a change to the status of residence set forth in Article 20-2, paragraph (1), item (ii) of the Former Immigration Control Act or to an extension of the period of stay.

②Notwithstanding the provisions of the proviso to the preceding paragraph, the provisions then in force continue to govern dispositions on the following applications filed before this Act comes into effect:

④The provisions then in force continue to govern, until the day on which 3 months have elapsed from the Effective Date (or, for a person who was issued a certificate pursuant to the provisions of Article 7-2, paragraph (1) of the Former Immigration Control Act in the cases where the provisions then in force continue to govern pursuant to the provisions of item (ii) of the preceding paragraph, from the date of that issuance), dispositions on applications for landing set forth in Article 6, paragraph (2) of the Immigration Control and Refugee Recognition Act as amended by the provisions of the preceding Article, filed on or after the Effective Date by a person who was issued a certificate pursuant to the provisions of Article 7-2, paragraph (1) of the Former Immigration Control Act before the Effective Date for the purpose of engaging in former Technical Intern Training (i) activities in Japan, or by a person who was issued a certificate pursuant to the provisions of paragraph (1) of the same Article in the cases where the provisions then in force continue to govern pursuant to the provisions of item (ii) of the preceding paragraph.

The provisions then in force continue to govern the application of penal provisions to acts committed before this Act comes into effect and to acts committed after this Act comes into effect in the cases where the provisions then in force continue to govern pursuant to the provisions of this Act.

Beyond what is provided for in these Supplementary Provisions, transitional measures necessary incidental to the enforcement of this Act (including transitional measures concerning penal provisions) are specified by Cabinet Order.
