This Act comes into effect as of the day on which the Act Partially Amending the Act on General Rules for Incorporated Administrative Agencies (Act No. 66 of 2014; hereinafter referred to as "General Rules Amendment Act") comes into effect; provided, however, that the provisions set forth in the following items come into effect as of the days specified in those items.

A disposition, procedure, or other act done or to be done, before this Act comes into effect, pursuant to the provisions of the respective Acts prior to the amendment by this Act (including orders based on them), for which there is a corresponding provision in the respective Acts after the amendment by this Act (including orders based on them; hereinafter referred to in this Article as "new laws and regulations"), is, except where otherwise provided for in an Act (including a Cabinet Order based on it), deemed to be a disposition, procedure, or other act done or to be done pursuant to the corresponding provisions of the new laws and regulations.

With regard to the application of penal provisions to an act committed before this Act comes into effect, and to an act committed after this Act comes into effect in a case where provisions are to remain in force pursuant to the provisions of these Supplementary Provisions, the provisions then in force continue to govern.

Beyond what is provided for in Article 3 through the preceding Article of the Supplementary Provisions, the transitional measures necessary in connection with the enforcement of this Act (including transitional measures concerning penal provisions) are specified by Cabinet Order (or, for matters under the jurisdiction of the National Personnel Authority, by rules of the National Personnel Authority).
