第三十一条の五（法第二十条の二の厚生労働省令で定める者）
Article 31-5Persons Specified by Order of the Ministry of Health, Labour and Welfare under Article 20-2 of the Act
The persons specified by Order of the Ministry of Health, Labour and Welfare under Article 20-2 of the Act are to be those who fall under any of the following items.
法第二十条の二の厚生労働省令で定める者は、次の各号のいずれかに該当するものとする。
a person who commenced a business on or before the basis day prescribed in Article 20, paragraph (1), item (i) of the Act and engages exclusively in that business after that basis day;
法第二十条第一項第一号に規定する基準日以前に事業を開始し、当該基準日後に当該事業に専念する者
any other person whom the Chief of the competent Public Employment Security Office finds to be equivalent to a person who has commenced a business.
その他事業を開始した者に準ずるものとして管轄公共職業安定所の長が認めた者

…法第四十四条の規定に基づく事務及び法第五十四条の規定による日雇労働求職者給付金の支給に関する事務 その者の住所又は居所を管轄する公共職業安定所（以下「管轄公共職業安定所」という。）の長
わかりやすく言うと
受給資格者、高年齢受給資格者、特例受給資格者、教育訓練給付金支給対象者、特例高年齢被保険者、日雇労働被保険者などについての一定の事務を行う、その人の住所又は居所を管轄する公共職業安定所のことです（第一条第五項第一号）。
