If a person who, before the enforcement of this Act, issued a completion inspection certificate pursuant to the provisions of Article 75, paragraph (4) of the Former Road Transport Vehicle Act and delivered it to the transferee of a motor vehicle (excluding those specified by an Order of the Ministry of Land, Infrastructure, Transport and Tourism) has, within the period specified by an Order of the Ministry of Land, Infrastructure, Transport and Tourism and as provided by Cabinet Order, with the consent of the person who files an application under Article 7, paragraph (1) or Article 59, paragraph (1) of the New Road Transport Vehicle Act, provided the matters stated in that completion inspection certificate to a registered information processing body by electronic or magnetic means, the provision of the matters prescribed in Article 75, paragraph (5) of the New Road Transport Vehicle Act is deemed to have been made pursuant to the provisions of that paragraph.
