Supplementary Provisions, Article 3Preparatory Acts Accompanying the Partial Amendment of the Residential Basic Book Act
第三条（住民基本台帳法の一部改正に伴う準備行為）
The mayor of the municipality (including the head of a special ward; the same applies hereinafter) may, even before the day on which the provisions set forth in Article 1, item (ix) of the Supplementary Provisions come into effect (referred to as the "item (ix) effective date" in the following Article), take the preparatory acts necessary for the implementation of the work prescribed in Article 17 (limited to the part pertaining to item (v) and item (vi)) of the Residential Basic Book Act as revised by the provisions of Article 2 (referred to as the "new Residential Basic Book Act" in the following paragraph and the following Article).
The mayor of the municipality, the prefectural governor, and the Japan Agency for Local Authority Information Systems may, even before the day on which the provisions set forth in Article 1, item (x) of the Supplementary Provisions come into effect (referred to as the "item (x) effective date" in the following Article and Article 5 of the Supplementary Provisions), take the preparatory acts necessary for the implementation of the work prescribed in Article 17 (limited to the part pertaining to item (iii), item (iv), and item (vii)) and Chapter IV-3 of the new Residential Basic Book Act.
