Supplementary Provisions, Article 1Effective Date
第一条（施行期日）
This Act comes into effect on the date of promulgation; provided, however, that the provisions set forth in the following items come into effect on the dates specified in those items:
この法律は、公布の日から施行する。ただし、次の各号に掲げる規定は、当該各号に定める日から施行する。

Supplementary Provisions, Article 83Transitional Measures Accompanying the Partial Amendment to the Residential Basic Book Act
第八十三条（住民基本台帳法の一部改正に伴う経過措置）
While the government is carrying out provisional employment welfare services under Article 6, paragraph (1) of the Supplementary Provisions, the provisions of that row apply with the term "or the vocational ability development project under Article 63 of that Act" in row 70 of Appended Table 1 of the Residential Basic Book Act as amended by the provisions of Article 81 of the Supplementary Provisions deemed to be replaced with "or the vocational ability development project under Article 63 of that Act, or the provisional employment welfare services under Article 6, paragraph (1) of the Supplementary Provisions of that Act under the Act Partially Amending the Employment Insurance Act, etc. (Act No. 30 of 2007)".
附則第六条第一項の規定により政府が暫定雇用福祉事業を行う間においては、附則第八十一条の規定による改正後の住民基本台帳法別表第一の七十の項中「又は同法第六十三条の能力開発事業」とあるのは、「若しくは同法第六十三条の能力開発事業又は雇用保険法等の一部を改正する法律（平成十九年法律第三十号）による同法附則第六条第一項の暫定雇用福祉事業」と読み替えて同項の規定を適用する。
Supplementary Provisions, Article 141Transitional Measures Concerning Penal Provisions
第百四十一条（罰則に関する経過措置）
With regard to the application of penal provisions to an act committed before the enforcement of this Act (with respect to the provisions listed in the items of Article 1 of the Supplementary Provisions, the respective provisions concerned; the same applies hereinafter in this paragraph), and to an act committed after the enforcement of this Act in the case where the provisions then in force are to continue to govern pursuant to the provisions of these Supplementary Provisions, the provisions then in force continue to govern.
この法律（附則第一条各号に掲げる規定については、当該各規定。以下この項において同じ。）の施行前にした行為及びこの附則の規定によりなお従前の例によることとされる場合におけるこの法律の施行後にした行為に対する罰則の適用については、なお従前の例による。
Supplementary Provisions, Article 143Delegation to Cabinet Order
第百四十三条（政令への委任）
Beyond what is provided for in these Supplementary Provisions, transitional measures necessary incidental to the enforcement of this Act are specified by Cabinet Order.
この附則に規定するもののほか、この法律の施行に伴い必要な経過措置は、政令で定める。
