Article 101Applications for License Renewal and Periodic Screenings

①A person seeking to undergo renewal of the valid period of a license or a license information record (hereinafter referred to as a "license or license information record") (hereinafter referred to as "license renewal") must submit a written application for renewal in the format that Cabinet Office Order prescribes (in the case of a person who has been issued a questionnaire under paragraph (4), the written application for renewal and the questionnaire filled out with the necessary information; the same applies in paragraph (5) and Article 101-2-2, paragraphs (1) through (5)) to the public safety commission with jurisdiction over the person's domicile, during the period from one month before the person's most recent birthday prior to the last day of the valid period of that license or license information record up until the last day of that valid period (hereinafter referred to as the "renewal period").

②To apply the preceding paragraph if the birthday of a person seeking license renewal pursuant to that paragraph falls on February 29, in non-leap years, the person's birthday is deemed to fall on February 28.

③A public safety commission is to send a person who currently holds a license a document stating the renewal period and other matters necessary for ensuring the smooth implementation of the administrative work connected with applications for license renewal (including, if the person will fall under a driver with an exemplary record or a driver with a satisfactory record (meaning a driver with a satisfactory record as prescribed in Note 1 (c) of the Table in Article 95-6, paragraph (1); the same applies in Article 101-2-2, paragraph (1)) on the date on which the person undergoes renewal (excluding, in either case, a person subject to a condition attached to the license pursuant to Article 91 who is specified by Cabinet Office Order, and a person who would be a driver with a violation or a short record as prescribed in Note 1 (d) of that Table were it not for the application of Note 4 of that Table), an indication to that effect).

④A public safety commission as prescribed in paragraph (1) (or an intermediate public safety commission as prescribed in Article 101-2-2, paragraph (1), if an application for renewal under paragraph (1) is made through an intermediate public safety commission) may issue a questionnaire in the format that Cabinet Office Order prescribes to a person submitting an application for renewal pursuant to paragraph (1), in order to ask the necessary questions to determine whether the person falls under any of the categories set forth in Article 103, paragraph (1), item (i), (i)-2 or (iii).

⑤Upon receiving a written application for renewal pursuant to paragraph (1), a public safety commission must promptly administer the necessary fitness screening as regards the applicant's driving of motor vehicles or motorized bicycles (hereinafter referred to as "fitness screening").

⑦A person who holds a license (excluding a license for a provisional license; the same applies in paragraph (5) of the following Article) and an Individual Number Card bearing a license information record may undergo renewal of the valid period of the license, renewal of the valid period of the license information record, or both under the preceding paragraph; provided, however, that a person seeking to undergo both must apply for both at the same time.

⑧Beyond what is prescribed in the preceding paragraphs, Cabinet Office Order provides for the necessary particulars concerning applying for license renewal and fitness screening.
