①The following information (other than that which Cabinet Office Order prescribes, if recording under the following Article is undertaken) is to be included on a license:

②Beyond what is prescribed in the preceding paragraph, if a public safety commission, with regard to a person who has obtained a license, attaches conditions to the license or changes the conditions attached to the license pursuant to Article 91 or Article 91-2, paragraph (2), it must include information about those conditions on that person's license.

③Beyond what is prescribed in the preceding two paragraphs, Cabinet Office Order provides for license formats, information that must be included on licenses, and other necessary particulars concerning licenses.

A public safety commission may, as provided by Cabinet Office Order, record on a license by Electronic or Magnetic Means (meaning electronic means, magnetic means, or any other means that cannot be perceived by the human senses; the same applies hereinafter) part of the information set forth in the items of paragraph (1) of the preceding Article or information included or displayed pursuant to paragraph (2) or (3) of that Article.

①If a piece of information set forth in one of the items of Article 93, paragraph (1) changes, the licensee must promptly file with the public safety commission with jurisdiction over the domicile thereof (if the licensee's address has changed to a different jurisdiction, the public safety commission with jurisdiction over the new domicile) and have it include (or record pursuant to the preceding Article) the current information on the license.

②A person who has obtained a license may apply for reissuance of the license to the public safety commission with jurisdiction over the person's domicile (for a license for a provisional license, the domicile of the person or the location of the driving school that has made a filing under Article 98, paragraph (2) and at which the person is currently receiving instruction on driving a motor vehicle) if the license is lost, destroyed, defaced, or damaged, if a record under the preceding Article is corrupted, if the person has made a filing under the preceding paragraph, or in any other case that Cabinet Office Order prescribes.

③Cabinet Office Order provides for the procedures for filing as under paragraph (1) and for the process of applying for the reissuance of a license as prescribed in the preceding paragraph.

①When driving a motor vehicle or motorized bicycle, a licensed driver must carry the license authorizing the driver to drive it.

②If asked by a police officer to present a license as under Article 67, paragraph (1) or (2) while operating a motor vehicle or motorized bicycle, a licensee must present this.

①Among persons who currently hold a license (excluding a provisional license; the same applies hereinafter in this Article), a person who holds only a license in respect of that license, and a person who holds neither a license nor an Individual Number Card bearing a license information record prescribed in paragraph (4), may at any time apply to the public safety commission with jurisdiction over the person's domicile for the recording of specified license information pertaining to that license in the segmented part (meaning the part separated from the part in which the card-recorded matters prescribed in Article 18 of that Act are recorded; the same applies hereinafter) of the person's Individual Number Card (meaning the Individual Number Card prescribed in Article 2, paragraph (7) of the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures (Act No. 27 of 2013); the same applies hereinafter).

②The specified license information in the preceding paragraph means the following matters:

③A public safety commission that has received an application under paragraph (1) is to record the specified license information prescribed in the preceding paragraph (hereinafter referred to as "specified license information") in the segmented part of the person's Individual Number Card by Electronic or Magnetic Means, except where any of the following items applies:

④A person who holds a license and an Individual Number Card bearing a license information record (meaning an Individual Number Card on which the specified license information pertaining to that person is recorded; the same applies hereinafter) may at any time return the license to the public safety commission with jurisdiction over the person's domicile.

⑤An application under paragraph (1) may, notwithstanding that paragraph, also be made when a person who does not currently hold a license seeks to receive issuance of a license under Article 92, paragraph (1).

⑥A person who files an application under paragraph (1) when seeking to receive issuance of a license under Article 92, paragraph (1) may, together with that application, make a request to the effect that the person does not wish to receive issuance of that license. In such a case, upon the person's having received the recording of specified license information under paragraph (3), that license is deemed to have been issued under paragraph (1) of that Article and returned under paragraph (4).

⑦An Individual Number Card bearing a license information record is deemed to be a license for the purpose of the application of the preceding Article.

⑧If a police officer has asked a person to present a license under Article 67, paragraph (1) or (2) and has been presented with an Individual Number Card bearing a license information record that is deemed to be a license under the preceding paragraph, the police officer may ask the person who presented it to undergo the measures necessary for the police officer to confirm the specified license information recorded on that Individual Number Card. In such a case, the person who has been so asked must comply.

⑨The invalidation of an Individual Number Card under the provisions of the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures is not to affect the validity of the license information record.

⑩A person who has a license and an Individual Number Card bearing a license information record may, at any time, present the Individual Number Card bearing a license information record to the public safety commission with jurisdiction over that person's domicile and receive the deletion of the license information record.

⑪Among persons who currently hold a license, a person who has only an Individual Number Card bearing a license information record for that license may, at any time, apply to the public safety commission with jurisdiction over that person's domicile for the issuance of the license relating to that license.

⑫Necessary matters concerning the procedures for the application under paragraph (1) and the preceding paragraph and the procedures for the request under paragraph (6) are prescribed by Cabinet Office Order.

With regard to the application of Article 92, paragraph (2) and Article 93, paragraph (2) to an Individual Number Card bearing a license information record, in Article 92, paragraph (2), the phrase "issue a license for that different type of license, with the particulars relating to the license that person currently holds entered on it, in exchange for the license that person currently has" is deemed to be replaced with "rewrite the license information record (meaning the license information record prescribed in Article 95-2, paragraph (2), item (i)) recorded on that person's Individual Number Card bearing a license information record (meaning the Individual Number Card bearing a license information record prescribed in Article 95-2, paragraph (4); the same applies hereinafter) to one relating to that different type of license and the license that person currently holds"; and in Article 93, paragraph (2), the phrase "the particulars relating to the conditions on that person's license" is deemed to be replaced with "the particulars relating to the conditions (excluding those relating to a provisional license) in the segmented part of that person's Individual Number Card bearing a license information record (meaning the segmented part prescribed in Article 95-2, paragraph (1))", and the phrase "enter" with "record by Electronic or Magnetic Means (meaning Electronic or Magnetic Means prescribed in the following Article)".

①When granting a different type of license prescribed in Article 92, paragraph (2) to a person who has a license and an Individual Number Card bearing a license information record, a public safety commission is to carry out the issuance of the license for that different type of license pursuant to paragraph (1) of that Article, and also the rewriting of the license information record pursuant to Article 92, paragraph (2) as applied by replacing terms pursuant to the preceding Article.

②When, with respect to a person who has a license and an Individual Number Card bearing a license information record, a public safety commission has attached conditions to a license (excluding a provisional license; the same applies in this paragraph and paragraph (1) of the following Article) or changed the conditions attached to a license pursuant to Article 91 or Article 91-2, paragraph (2), it is to enter the particulars relating to those conditions pursuant to Article 93, paragraph (2), and also record the particulars relating to those conditions pursuant to Article 93, paragraph (2) as applied by replacing terms pursuant to the preceding Article.
