第四条
Except where otherwise provided, the New Act also applies to matters that arose before the New Act came into effect; provided, however, that this does not preclude effects that arose under the Former Act and the Emergency Measures Act.
新法は、別段の規定のある場合を除いては、新法施行前に生じた事項にもこれを適用する。但し、旧法及び応急措置法によつて生じた効力を妨げない。
