With regard to the application of the preceding paragraph to a qualified recipient, etc. who receives payment of ship fare or vehicle fare, a distance equivalent to four times the distance serving as the basis for calculating the amount of that ship fare or vehicle fare is to be included in the distance serving as the basis for calculating the amount of railway fare.
