In operating the systems of supervision measures in lieu of detention and of provisional release under the Immigration Control Act as amended by the provisions of Article 2 (hereinafter referred to as the "Immigration Control Act as Amended by Article 2"), consideration is to be given to the human rights of a suspect prescribed in Article 27 of the Immigration Control Act or a person subject to deportation (hereinafter referred to as a "suspect, etc." in this Article), efforts are to be made to ensure the appropriateness of decisions, and, in the case of giving notice pursuant to the provisions of Article 44-2, paragraph (9) of the Immigration Control Act as Amended by Article 2 (including as applied mutatis mutandis pursuant to Article 52-2, paragraph (7) of the Immigration Control Act as Amended by Article 2) or Article 54, paragraph (4) (including as applied mutatis mutandis pursuant to paragraph (7) of the same Article), efforts are to be made to ensure the transparency of procedures, such as by stating the reasons in a way that enables the suspect, etc. to understand them accurately.
