Supplementary Provisions, Article 3Transitional Measures Concerning the Basic Policy and Other Matters
第三条（基本方針等に関する経過措置）
The Government may, even before the day on which this Act comes into effect (hereinafter referred to as the "Effective Date"), establish, in the manner provided for in Article 2-3, paragraphs (1) through (3) of the New Immigration Control Act, a basic policy (meaning the basic policy provided for in paragraph (1) of the same Article; the same applies in the following paragraph and paragraph (3)). In this case, the Minister of Justice must publicly announce it in the manner provided for in paragraph (4) of the same Article.
The basic policy established and publicly announced pursuant to the provisions of the preceding paragraph is deemed, on the Effective Date, to be the basic policy established pursuant to the provisions of Article 2-3, paragraphs (1) through (3) of the New Immigration Control Act and publicly announced pursuant to the provisions of paragraph (4) of the same Article.
前項の規定により定められ、公表された基本方針は、施行日において新入管法第二条の三第一項から第三項までの規定により定められ、同条第四項の規定により公表された基本方針とみなす。
If a basic policy has been established pursuant to the provisions of paragraph (1), the Minister of Justice may, even before the Effective Date, deeming that basic policy to be the basic policy established pursuant to the provisions of Article 2-3, paragraphs (1) through (3) of the New Immigration Control Act, establish, in the manner provided for in Article 2-4, paragraphs (1) through (3) of the New Immigration Control Act and in cooperation with the heads of the administrative organs with jurisdiction over the fields and others (meaning the heads of the administrative organs with jurisdiction over the fields and others provided for in paragraph (1) of the same Article; hereinafter the same applies in this paragraph), a field-specific operation policy (meaning the field-specific operation policy provided for in paragraph (1) of the same Article; the same applies in the following paragraph). In this case, the Minister of Justice and the heads of the administrative organs with jurisdiction over the fields and others must publicly announce it in the manner provided for in paragraph (4) of the same Article.
法務大臣は、第一項の規定により基本方針が定められた場合には、施行日前においても、当該基本方針を新入管法第二条の三第一項から第三項までの規定により定められた基本方針とみなして、新入管法第二条の四第一項から第三項までの規定の例により、分野所管行政機関の長等（同条第一項に規定する分野所管行政機関の長等をいう。以下この項において同じ。）と共同して、分野別運用方針（同条第一項に規定する分野別運用方針をいう。次項において同じ。）を定めることができる。この場合において、法務大臣及び分野所管行政機関の長等は、同条第四項の規定の例により、これを公表しなければならない。
The field-specific operation policy established and publicly announced pursuant to the provisions of the preceding paragraph is deemed, on the Effective Date, to be the field-specific operation policy established pursuant to the provisions of Article 2-4, paragraphs (1) through (3) of the New Immigration Control Act and publicly announced pursuant to the provisions of paragraph (4) of the same Article.
前項の規定により定められ、公表された分野別運用方針は、施行日において新入管法第二条の四第一項から第三項までの規定により定められ、同条第四項の規定により公表された分野別運用方針とみなす。
