A foreign national who falls under any of the following items must not enter Japan:
次の各号のいずれかに該当する外国人は、本邦に入つてはならない。
a person who does not possess a valid passport (excluding a crew member who possess a valid crew member's pocket-ledger); or
a person who seeks to land in Japan without receiving a seal of verification for landing or undergoing the recording of the prescribed data pursuant to the provisions of Article 9, paragraph (4), or without obtaining authorized permission for landing (hereinafter referred to as "permission for landing, etc."), from an immigration inspector (except for those set forth in the preceding item).
A foreign national who becomes a crew member in Japan is deemed to be a crew member with regard to the application of the provisions of the preceding paragraph.
