For the purpose of uttering, a person who commits any of the acts set forth in the following items is punished by imprisonment for 1 year or more and 10 years or less:
行使の目的で、次の各号に掲げるいずれかの行為をした者は、一年以上十年以下の拘禁刑に処する。
the act of counterfeiting, using the seal or signature of a public office or a public employee (hereinafter referred to as a "seal or signature" in this Chapter, Article 165 and Article 167), a document or drawing to be prepared by a public office or a public employee (hereinafter referred to as a "document or drawing" in this Chapter), or of counterfeiting, using a counterfeited seal or signature of such public office or public employee, a document or drawing to be prepared by a public office or a public employee;
the act of counterfeiting, with the use of an electronic or magnetic record of a seal or signature of a public office or a public employee (meaning an electronic or magnetic record that is to be displayed as a seal or signature; the same applies hereinafter in this Chapter and in Articles 165 and 167), an electronic or magnetic record of a document or drawing to be prepared by a public office or a public employee (meaning an electronic or magnetic record that is to be displayed as a document or drawing and uttered; the same applies hereinafter in this Chapter), or counterfeiting an electronic or magnetic record of a document or drawing to be prepared by a public office or a public employee with the use of a counterfeit electronic or magnetic record of a seal or signature of a public office or a public employee.
The same applies to a person who alters a document or drawing bearing the seal or signature of a public office or a public employee, or an electronic or magnetic record of a document or drawing prepared by a public office or a public employee with the use of an electronic or magnetic record of a seal or signature.
Beyond what are provided for in the preceding two paragraphs, a person who counterfeits a document or drawing or an electronic or magnetic record of a document or drawing to be made by a public office or a public employee or who alters a document or drawing or an electronic or magnetic record of a document or drawing which has been prepared by a public office or a public employee is punished by imprisonment for 3 years or less or a fine of 200,000 yen or less.
