第三条の十五（共済各法の目的に沿つた実施機関積立金の一部の運用）
Article 3-15Investment of a Part of the Implementing Organization Reserves in Line with the Purposes of the Acts on Mutual Aid
The investment of a part of the implementing organization reserves (meaning the implementing organization reserves prescribed in Article 79-2 of the Act; the same applies hereinafter in this Article) that an implementing organization carries out, pursuant to the proviso to Article 79-3, paragraph (3) of the Act, in line with the purposes of the mutual aid Acts prescribed in that paragraph, is to be carried out by the following methods:
法第七十九条の三第三項ただし書の規定により実施機関が同項に規定する共済各法の目的に沿つて行う実施機関積立金（法第七十九条の二に規定する実施機関積立金をいう。以下この条において同じ。）の一部の運用は、次に掲げる方法により行うものとする。
loans of funds from the account relating to the implementing organization reserves of an implementing organization to the other account of that implementing organization;
loans of funds to an implementing organization that organizes an implementing organization;
実施機関を組織する実施機関に対する資金の貸付け
acquisition, transfer, or lease of real estate (limited to that carried out by the Federation of National Public Service Personnel Mutual Aid Associations, a Local Public Servants Mutual Aid Association (excluding a constituent association; the same applies hereinafter in this item and the following item) or the National Federation of Mutual Aid Associations for Municipal Personnel; and, where carried out by the Federation of National Public Service Personnel Mutual Aid Associations, limited to that for which the approval of the Minister of Finance has been obtained in advance, and, where carried out by a Local Public Servants Mutual Aid Association or the National Federation of Mutual Aid Associations for Municipal Personnel, limited to that for which the approval of the competent minister prescribed in Article 144-29, paragraph (1) of the Local Public Officers, etc. Mutual Aid Association Act has been obtained in advance);
loans of funds for temporary borrowing by a local government (limited to that carried out by a Local Public Servants Mutual Aid Association);
地方公共団体の一時借入れに対する資金の貸付け（地方公務員共済組合が行うものに限る。）
acquisition of local bonds or bonds issued by the Japan Finance Organization for Municipalities (limited to that carried out by the Pension Fund Association for Local Government Officials).
地方債又は地方公共団体金融機構の発行する債券の取得（地方公務員共済組合連合会が行うものに限る。）
定義第一条第二項第一号ロ
地方公務員等共済組合法（昭和三十七年法律第百五十二号）第二十七条第二項に規定する構成組合
わかりやすく言うと
指定都市職員共済組合、市町村職員共済組合と都市職員共済組合をまとめた呼び名で、市町村連合会がその長期給付に係る業務のうち一定のものを行います（地方公務員等共済組合法第二十七条第二項）。

法第二条の五第一項に規定する実施機関
わかりやすく言うと
厚生年金保険の事務を区分ごとに受け持つ機関のことで、厚生労働大臣、国家公務員共済組合と国家公務員共済組合連合会、地方公務員共済組合・全国市町村職員共済組合連合会・地方公務員共済組合連合会、日本私立学校振興・共済事業団です（厚生年金保険法第二条の五第一項）。

法第七十九条の二に規定する実施機関積立金
わかりやすく言うと
厚生労働大臣以外の実施機関の積立金のうち、厚生年金保険事業（基礎年金拠出金の納付を含む）に係る部分に相当する部分として政令で定める部分のことです（厚生年金保険法第七十九条の二）。
