Article 101-2Applications for License Renewal and Fitness Screening Before the Renewal Period
第百一条の二（更新期間前における免許証等の更新の申請及び適性検査）
A person who is expected to have difficulty undergoing fitness screening within the renewal period due to overseas travel or any other compelling circumstance that Cabinet Order prescribes may apply to the public safety commission with jurisdiction over the person's domicile for license renewal before the renewal period. In such a case, the person must submit a written application for renewal based on special rules in a format that Cabinet Office Order prescribes (if a person is issued a questionnaire under the following paragraph, that person must submit the written application for renewal based on special rules and the questionnaire filled out with the necessary information) to the public safety commission.
A public safety commission as prescribed in the preceding paragraph may issue a questionnaire in the form that Cabinet Office Order prescribes to a person submitting a written application for renewal based on special rules pursuant to the second sentence of that paragraph, in order to ask the necessary questions to determine whether the person falls under any of the categories set forth in Article 103, paragraph (1), item (i), (i)-2 or (iii).
When an application under paragraph (1) has been filed, the public safety commission must promptly administer a fitness screening for the applicant.
On finding that there is nothing to prevent a person seeking license renewal from driving a motor vehicle or motorized bicycle, judging from the results of a fitness screening under the preceding paragraph, the public safety commission must promptly carry out that license renewal.
A person who holds a license and an Individual Number Card bearing a license information record may undergo renewal of the valid period of the license, renewal of the valid period of the license information record, or both under the preceding paragraph; provided, however, that a person seeking to undergo both must apply for both at the same time.
免許証及び免許情報記録個人番号カードを有する者は、前項の規定による免許証の有効期間の更新若しくは免許情報記録の有効期間の更新又はその双方を受けることができる。ただし、その双方を受けようとする者は、その双方を同時に申請しなければならない。
Beyond what is prescribed in the preceding paragraphs, Cabinet Office Order provides for the necessary particulars concerning applications for license renewal and fitness screening before the renewal period.
