Upon receiving an advance application from a foreign national who seeks to land in Japan on or after the day on which the provisions set forth in Article 1, item (ii) of the Supplementary Provisions come into effect (hereinafter referred to as the "Item (ii) Effective Date") and who seeks to engage in the activities set forth in the right-hand column under "Nursing Care" in Appended Table I (2) of the New Act, the Minister of Justice may, pursuant to the provisions of Ministry of Justice Order, issue to the foreign national, before the Item (ii) Effective Date, a certificate of eligibility pertaining to the status of residence of "Nursing Care" in the same Table.
