In order to achieve fair management of entry and departure and of residence, the Minister of Justice is to establish a plan that is to serve as the basis for measures concerning the management of the entry and residence of foreign nationals (hereinafter referred to as the "Basic Plan for Immigration and Residency Management").
法務大臣は、出入国及び在留の公正な管理を図るため、外国人の入国及び在留の管理に関する施策の基本となるべき計画（以下「出入国在留管理基本計画」という。）を定めるものとする。
The matters to be specified in the Basic Plan for Immigration and Residency Management are as follows:
出入国在留管理基本計画に定める事項は、次のとおりとする。
matters concerning the situation of foreign nationals who enter and reside in Japan;
本邦に入国し、在留する外国人の状況に関する事項
matters that are to serve as guidelines for the management of the entry and residence of foreign nationals; and
外国人の入国及び在留の管理の指針となるべき事項
beyond what is set forth in the preceding two items, necessary matters concerning measures for the management of the entry and residence of foreign nationals.
In establishing the Basic Plan for Immigration and Residency Management, the Minister of Justice is to consult with the heads of the relevant administrative organs in advance.
法務大臣は、出入国在留管理基本計画を定めるに当たつては、あらかじめ、関係行政機関の長と協議するものとする。
When the Minister of Justice has established the Basic Plan for Immigration and Residency Management, the Minister is to publicize an outline of it without delay.
法務大臣は、出入国在留管理基本計画を定めたときは、遅滞なく、その概要を公表するものとする。
The provisions of the preceding two paragraphs apply mutatis mutandis to changes to the Basic Plan for Immigration and Residency Management.
前二項の規定は、出入国在留管理基本計画の変更について準用する。
