- A certificate of authorization for employment (就労資格証明書) costs 2,000 yen (1,600 yen if applied for online); a new residence card (在留カード) issued because the holder asked to exchange one that was not damaged 1,900 yen; and a refugee travel document (難民旅行証明書) 4,800 yen. This is the rule from 31 March 2029.(Art. 25-2(1), Art. 25-2(1)(iii), Art. 25-2(1)(iv), Art. 25-2(1)(v), Immigration Control and Refugee Recognition Act Art. 67-2(1), Immigration Control and Refugee Recognition Act Art. 19-13(1), Immigration Control and Refugee Recognition Act Art. 68(1)) (the provisions it rests on)
- A specified residence card (特定在留カード, a residence card that also serves as a My Number card) costs 1,900 yen, or 2,600 yen where it is sent by post, and a mid- to long-term resident (中長期在留者) can ask for one through the municipal office when, with their residence report, they are newly recorded in the Basic Resident Register (住民基本台帳) or move within the municipality. If the mayor has taken the step the My Number Act (a separate Act) requires, they may ask for it to be posted if they are under the age, set by a Ministry of Justice Order, below which a residence card carries no photograph and have never been issued a specified residence card or a My Number card (個人番号カード), or if they fall in a class a Ministry of Justice Order names as needing it quickly. A resident recorded in the Basic Resident Register who has never been issued one may also ask for one with an application for permanent residence, or for an extension or a change of status (one under which they stay a mid- to long-term resident) for a period of over 3 months, and then pays that permission's fee, after any reduction, plus 1,900 yen, unless the fee is waived.(Art. 3-3(1), Art. 3-2(1), Art. 3-2(1)(i), Art. 3-2(1)(ii), Art. 3-2(6), Art. 25(3), Art. 25(5), Immigration Control and Refugee Recognition Act Art. 19-15-2(1), Immigration Control and Refugee Recognition Act Art. 19-15-2(1)(ii), Immigration Control and Refugee Recognition Act Art. 19-15-2(2), Immigration Control and Refugee Recognition Act Art. 19-15-2(3), Immigration Control and Refugee Recognition Act Art. 19-4(3), Immigration Control and Refugee Recognition Act Art. 19-15-2(12)) (the provisions it rests on)

Who it applies to
It applies to
- Foreign nationals who receive a permission, card or certificate under the Act that carries a fee, such as a change of status, an extension, permanent residence, re-entry permission, a certificate of authorization for employment, a residence card exchanged at their own request, a specified residence card or a refugee travel document.(Art. 25(1), Art. 25-2(1), Art. 3-3(1), Immigration Control and Refugee Recognition Act Art. 67(1), Immigration Control and Refugee Recognition Act Art. 67-2(1), Immigration Control and Refugee Recognition Act Art. 68(1), Immigration Control and Refugee Recognition Act Art. 19-15-2(12)) (the provisions it rests on)
- Mid- to long-term residents (中長期在留者) who report their place of residence at a municipal office, or ask for a specified residence card (特定在留カード).(Art. 2(1), Art. 3-2(1), Art. 3-3(1)) (the provisions it rests on)
3 more
- Bodies seeking registration, or its renewal, as a registered support organization (登録支援機関).(Art. 4(1), Art. 5(1)) (the provisions it rests on)
- People held in immigration detention facilities (被収容者), and those who send them cash or goods.(Art. 13(1), Art. 14(1), Art. 17(1)) (the provisions it rests on)
- Anyone taking part in a public sale (公売) of articles held in custody or seized by a regional immigration services bureau.(Art. 7(1), Art. 8(3)) (the provisions it rests on)
Special rules and exceptions (5)
- The Minister of Justice may cut the fee for a change of status or an extension (other than one for up to 3 months) to 10,000 yen, and for permanent residence to 20,000 yen, for someone in hardship close to that of a person requiring public assistance under the Public Assistance Act who is a recognised refugee, is recognised as eligible for complementary protection (補完的保護対象者), or otherwise needs humanitarian consideration. For permanent residence this is open only to the spouse or child of a Japanese national, a permanent resident or a special permanent resident, to someone whose need for protection the UN refugee agency or another international body has recognised and who meets a Ministry of Justice Order's requirements, and to recognised refugees and people recognised as eligible for complementary protection.(Art. 25(2)(i), Art. 25(3), Art. 25(3)(i), Art. 25(3)(ii), Immigration Control and Refugee Recognition Act Art. 67(3), Immigration Control and Refugee Recognition Act Art. 22(2), Immigration Control and Refugee Recognition Act Art. 61-2-14(1)) (the provisions it rests on)
- The Minister of Justice may waive the fee for a change of status or an extension for someone changing to Diplomat or Official status, someone on Official status extending their stay, and others a Ministry of Justice Order names as comparable.(Art. 25(2)(ii), Art. 25(2)(iii), Art. 25(2)(iv), Art. 25(4)) (the provisions it rests on)
- No fee is charged for a new specified residence card when its holder gets one along with reporting a change of name or other particulars, renewing the card's validity or reporting a move; when it or its electronic record is badly damaged, or it is badly soiled, through a disaster or other cause not the holder's fault, or it is lost through such a cause and they apply on the day a replacement residence card is issued, or it has no space left for entries; when its My Number card function lapsed in one of the cases the My Number Act's Enforcement Order (a separate Cabinet Order) names — while they were abroad on re-entry permission, if they apply after coming back within its validity, or two other cases; or when a specified card was refused and they apply again on the day an ordinary residence card is issued. For the time being, none is charged either for a first one applied for through the municipal office, or for one asked for on the day the residence card is issued to someone who has just become a mid- to long-term resident after transitional stay, temporary refuge or provisional stay. A first card applied for through the municipal office before 1 October 2026 is charged as the rules in force before that day provide, as Article 2 of the supplementary provisions of Cabinet Order No. 268 of 2026 says.(Art. 3-3(2), Art. 3-3(2)(i), Art. 3-3(2)(ii), Art. 3-3(2)(iii), Art. 3-3(2)(iv), Art. 3-3(2)(v), Art. 3-3(2)(vi), Art. 3-3(2)(vii), Suppl. Prov. Art. 7(1), Suppl. Prov. Art. 7(1)(i), Suppl. Prov. Art. 7(1)(ii), Suppl. Prov. Art. 1(1), Suppl. Prov. Art. 2(1), Immigration Control and Refugee Recognition Act Art. 19-15-2(12)) (the provisions it rests on)
- A change of status, an extension, permanent residence, a re-entry permission or an extension of a re-entry permission's validity applied for before 1 October 2026 is charged the fee that was in force before that day, not the fees this Order now sets, as Article 5 of the supplementary provisions of Act No. 32 of 2026 provides. Likewise, one of these permissions, a certificate of authorization for employment or the reissue of a registered user card applied for before 1 April 2025, or a registered user card for someone who asked before that day to be registered, is charged the fee in force before 1 April 2025, as paragraph 2 of the supplementary provisions of Cabinet Order No. 27 of 2025 provides.(Immigration Control and Refugee Recognition Act Suppl. Prov. Art. 5(1), Immigration Control and Refugee Recognition Act Suppl. Prov. Art. 5(1)(iv), Suppl. Prov. Art. 1(1), Suppl. Prov.(1), Suppl. Prov.(2), Suppl. Prov.(2)(v), Suppl. Prov.(2)(vi)) (the provisions it rests on)
- A mid- to long-term resident holding a residence card issued before 14 June 2026 who asks for a specified residence card together with an application for a change of status, an extension or permanent residence pays only that permission's fee, without the 1,900 yen added for the card.(Suppl. Prov. Art. 1(1), Suppl. Prov. Art. 2(2), Art. 25(5)) (the provisions it rests on)
How it is enforced (9)
- This Cabinet Order sets no criminal penalties of its own: it mainly fixes fees, the steps officials and municipal offices follow, and which official exercises the Minister of Justice's powers under the Act. The measures it lets an official take against a person concern public sales of seized articles: the director of a regional immigration services bureau may bar someone who hinders a sale from public sales and set their bids aside, and a deposit can be lost to the national treasury.(Art. 25(1), Art. 2(1), Art. 6(2), Art. 7(1), Art. 7(2), Art. 8(9), Art. 26(1)) (the provisions it rests on)
- The powers of the Minister of Justice under the Act that Article 26 lists are delegated to the Commissioner of the Immigration Services Agency, though the Minister may still exercise them. They include issuing Certificates of Eligibility (在留資格認定証明書), deciding objections and granting special permission to land, permitting a change of status, an extension or permanent residence, granting a status of residence to someone born in Japan or who has given up Japanese nationality (在留資格の取得), revoking a status of residence (在留資格の取消し), deciding objections and granting special permission to stay in deportation proceedings, recognising refugee status (難民の認定) and granting and revoking the permissions that go with it, and reducing or waiving fees. This is the rule until 31 March 2027.(Art. 26(1), Immigration Control and Refugee Recognition Act Art. 7-2(1), Immigration Control and Refugee Recognition Act Art. 11(1), Immigration Control and Refugee Recognition Act Art. 12(1), Immigration Control and Refugee Recognition Act Art. 22-2(2), Immigration Control and Refugee Recognition Act Art. 22-4(1), Immigration Control and Refugee Recognition Act Art. 49(1), Immigration Control and Refugee Recognition Act Art. 50(1), Immigration Control and Refugee Recognition Act Art. 61-2-17(1), Immigration Control and Refugee Recognition Act Art. 67(3)) (the provisions it rests on)
- The powers of the Minister of Justice under the Act that Article 26 lists are delegated to the Commissioner of the Immigration Services Agency, though the Minister may still exercise them. They include deciding objections and granting special permission to land, permitting a change of status, an extension or permanent residence, granting a status of residence to someone born in Japan or who has given up Japanese nationality (在留資格の取得), revoking a status of residence (在留資格の取消し), deciding objections and granting special permission to stay in deportation proceedings, recognising refugee status (難民の認定) and granting and revoking the permissions that go with it, and reducing or waiving fees. They also include, under Article 22-6 of the Act as Act No. 60 of 2024 amends it, changing on the Minister's own initiative to another status of residence the status of a permanent resident whose permanent residence is to be revoked because they did not comply with the Act's duties or deliberately did not pay taxes and public charges (公租公課), or were sentenced to imprisonment (拘禁刑) for one of the offences the Act lists, unless their staying on in Japan is found inappropriate. This is the rule from 1 April 2027.(Art. 26(1), Art. 26(1)(xii), Immigration Control and Refugee Recognition Act Art. 22-6(1) from 1 April 2027, Immigration Control and Refugee Recognition Act Art. 22-4(1)(viii) from 1 April 2027, Immigration Control and Refugee Recognition Act Art. 22-4(1)(ix) from 1 April 2027, Immigration Control and Refugee Recognition Act Art. 11(1), Immigration Control and Refugee Recognition Act Art. 12(1), Immigration Control and Refugee Recognition Act Art. 22-2(2), Immigration Control and Refugee Recognition Act Art. 22-4(1), Immigration Control and Refugee Recognition Act Art. 49(1), Immigration Control and Refugee Recognition Act Art. 50(1), Immigration Control and Refugee Recognition Act Art. 61-2-17(1), Immigration Control and Refugee Recognition Act Art. 67(3)) (the provisions it rests on)
- When a mid- to long-term resident (中長期在留者) reports their place of residence, or a move, at the municipal office, the mayor passes the details on to the Commissioner of the Immigration Services Agency through the computer link the Commissioner provides or another way a Ministry of Justice Order sets: name, date of birth, sex, nationality or region, place of residence, residence card number, the date and kind of report, and the date they settled or moved with their previous address. The mayor also writes the date of the report on the residence card, and records it electronically, when entering the address on it. Mayors likewise notify the Commissioner when, for the reasons this Order lists, they make, delete or correct an entry in a foreign resident's resident record (住民票), giving the person's details and whether they are a mid- to long-term resident, a special permanent resident or in another listed position.(Art. 2(1), Art. 2(1)(i), Art. 2(1)(ii), Art. 2(1)(iii), Art. 2(1)(iv), Art. 2(1)(v), Art. 2(1)(vi), Art. 3(1), Art. 24(1), Art. 24(2), Art. 24(2)(ii), Immigration Control and Refugee Recognition Act Art. 61-7-2(1)) (the provisions it rests on)
- Where articles held in custody (領置物件) or seized (差押物件) rot or spoil, or are likely to, the director of the regional immigration services bureau may sell them at a public sale (公売) after giving notice and deposit the proceeds, as the Act allows. The notice is posted at the bureau, where the public can easily see it, at least 10 days before the sale (less where the articles must be sold quickly); the sale is by tender, and bidders pay a deposit of at least 5% of the estimated price, which the director may waive where that price is under 500,000 yen. An immigration control officer who leaves articles that are hard to move or store in their owner's or someone else's keeping tells the person they were taken from, and the director tells the known owner, holder and others concerned once proceeds have been deposited.(Immigration Control and Refugee Recognition Act Art. 37-2(1), Immigration Control and Refugee Recognition Act Art. 37-2(2), Art. 6(2), Art. 6(3), Art. 6(4), Art. 8(1), Art. 8(3), Art. 6(1)) (the provisions it rests on)
- Someone who colludes to push the price down, obstructs others from taking part in the sale or from making or performing their contracts, fails without good reason to perform their contract, bids under a false name, deliberately damages the articles or otherwise hinders the sale may be kept out of public sales for two years, and their bids set aside; so may anyone who uses them as an agent or employee at the sale, and the director may ask participants to prove who they are to apply this. A buyer who does not pay by the deadline, or a bidder whose bid has been set aside on these grounds, loses the deposit to the national treasury. Immigration control officers (入国警備官) and other staff working on violation investigations, and the owner of the articles, may not buy them, directly or indirectly.(Art. 7(1), Art. 7(2), Art. 7(3), Art. 7(4), Art. 8(9)) (the provisions it rests on)
- Where articles held or seized cannot be returned because the person entitled to them cannot be found or for another reason, a notice naming the articles, when and where they were taken and from whom is posted at the regional immigration services bureau for 14 days, and states that they pass to the national treasury if no one asks for them within six months of the notice; a like notice covers seized electronic records that cannot be handed over or copied. A notice is likewise posted for 14 days at the immigration detention center or bureau where cash or goods sent in for a detainee must be taken back but the sender cannot be found, or where a deceased detainee's belongings cannot be handed over because their family or others entitled cannot be found to be told.(Art. 12(1), Art. 12(3), Art. 12(2), Immigration Control and Refugee Recognition Act Art. 37-3(2), Immigration Control and Refugee Recognition Act Art. 37-3(3), Art. 13(1), Art. 13(2), Art. 13(3), Immigration Control and Refugee Recognition Act Art. 55-27(2), Immigration Control and Refugee Recognition Act Art. 55-36(2)) (the provisions it rests on)
- As the Act provides, someone who objects to certain measures the director of a detention facility takes toward a detainee — among them restricting religious acts, refusing to allow medical treatment, segregation, or stopping letters — may ask the Commissioner of the Immigration Services Agency for an examination (審査の申請), in writing and by themselves, within 30 days of being told of the measure, and then ask the Minister of Justice in the same way for a re-examination (再審査の申請) within 30 days of being told of the decision. Where a disaster or other unavoidable reason kept them from asking in time, they may still ask within one week after that reason ends. This Order adapts the Administrative Complaint Review Act to these requests: a detainee may give the name of the facility where they are held as where they live, and if the person asking dies, only an heir can take the request over.(Immigration Control and Refugee Recognition Act Art. 55-68(1), Immigration Control and Refugee Recognition Act Art. 55-68(2), Immigration Control and Refugee Recognition Act Art. 55-69(1), Immigration Control and Refugee Recognition Act Art. 55-69(2), Immigration Control and Refugee Recognition Act Art. 55-73(1), Immigration Control and Refugee Recognition Act Art. 55-73(2), Immigration Control and Refugee Recognition Act Art. 55-73(3), Art. 14(1), Art. 16(1), Art. 16(2)) (the provisions it rests on)
- As the Act (Articles 55-74 and 55-76) provides, a detainee may report in writing to the Commissioner of the Immigration Services Agency, within 30 days of it happening, any of three acts by staff against them: unlawful physical force, unlawful or improper use of ropes or handcuffs, or unlawful or improper confinement in a protection room. This Order sets what the report states: the detainee's name, age and facility, what happened and when, whether the director of the facility or regional bureau gave guidance (教示) and what it was, and the date of the report. A detainee dissatisfied with the Commissioner's notice of the outcome (which is not sent once they have left the facility) may report the facts to the Minister of Justice within 30 days of receiving it, giving their name, age and facility, what happened, the date of the report and the date the notice was received.(Immigration Control and Refugee Recognition Act Art. 55-74(1), Immigration Control and Refugee Recognition Act Art. 55-74(2), Art. 17(1), Immigration Control and Refugee Recognition Act Art. 55-75(1), Immigration Control and Refugee Recognition Act Art. 55-76(1), Immigration Control and Refugee Recognition Act Art. 55-76(2), Art. 20(1)) (the provisions it rests on)
