- Before the changeover, when a foreign national registered under the former Alien Registration Act made, in the month before 9 July 2012, an alien-registration application that counted as an advance application for a residence card, or a special permanent resident applied in advance for a special permanent resident certificate, the mayor (市町村の長) copied the passport and the application (for an actual special permanent resident application, the documents shown), sent the copies to the Minister of Justice (法務大臣), with one of the two photographs for a deemed application, and later reported changes of registration. On 9 July 2012 mayors sent the Minister the name, date of birth, sex, nationality or region, address and alien registration number of every foreign resident (外国人住民) on their register, and they had also reported each provisional resident record (仮住民票) made under Act No. 77 of 2009.(Art. 16(1), Art. 16(2), Art. 16(3), Art. 17(1), Art. 20(1), Art. 21(1), Art. 22(1), Art. 22(2), Art. 24(1), Suppl. Prov. Art. 1(1), Immigration Control and Refugee Recognition Act Suppl. Prov. Art. 13(2), Immigration Control and Refugee Recognition Act Suppl. Prov. Art. 13(5)) (the provisions it rests on)
- A mid- to long-term resident (中長期在留者) registered under the former Act whose registered address on 8 July 2012 was not their place of residence (住居地) must notify their place of residence under Act No. 79 of 2009 within 14 days — from 9 July 2012, or from settling one later — and so, from the day they were issued a residence card, must one who then held no registration certificate or had never applied for registration. When such a notification is made, the mayor passes on to the Minister of Justice their name, date of birth, sex, nationality or region, place of residence, residence card number (or registration number, where they hand in a registration certificate still treated as their card), the date and kind of the notice and, for a place settled later, the day they settled it. The mayor writes the place of residence on the card, or on the registration certificate, together with the date of the notice.(Art. 18(1), Art. 18(1)(i), Art. 18(1)(ii), Art. 18(1)(iii), Art. 18(1)(iv), Art. 18(1)(v), Art. 19(1), Immigration Control and Refugee Recognition Act Enforcement Order Art. 3(1), Immigration Control and Refugee Recognition Act Suppl. Prov. Art. 17(1), Immigration Control and Refugee Recognition Act Suppl. Prov. Art. 18(1)) (the provisions it rests on)
- The same applies to a special permanent resident registered under the former Act whose registered address on 8 July 2012 was not their place of residence: when they notify it, the mayor passes the same details on to the Commissioner of the Immigration Services Agency (出入国在留管理庁長官), with the special permanent resident certificate's number or the registration number, and writes the place of residence and the date of the notice on the certificate or registration certificate.(Art. 25(1), Art. 25(1)(i), Art. 25(1)(ii), Art. 25(1)(iii), Art. 25(1)(iv), Art. 25(1)(v), Art. 26(1), Special Act on the Immigration Control of, inter alia, those who have lost Japanese Nationality pursuant to the Treaty of Peace with Japan Suppl. Prov. Art. 30(1), Order for Enforcement of the Special Act on the Immigration Control of, Inter Alia, Those Who Have Lost Japanese Nationality Pursuant to the Treaty of Peace with Japan Art. 4(1)) (the provisions it rests on)
- A special permanent resident still holding a registration certificate that Act No. 79 of 2009 treats as their special permanent resident certificate — for one under 16 on 9 July 2012, until their 16th birthday — may apply through the municipal office for a certificate before then, and must apply to renew it between six months before that birthday and the birthday itself, as Article 12(1) of the Special Act read before 1 November 2023, a wording Article 22 of the supplementary provisions of Act No. 56 of 2023 keeps for such certificates; failing to apply is punishable under Article 31 of the Special Act. On an application for a certificate, the mayor copies the passport the holder shows and sends the copy to the Commissioner, records the date of issue on the new certificate, and tells the Commissioner of the issue.(Art. 23(1), Art. 23(2), Order for Enforcement of the Special Act on the Immigration Control of, Inter Alia, Those Who Have Lost Japanese Nationality Pursuant to the Treaty of Peace with Japan Art. 1(1), Order for Enforcement of the Special Act on the Immigration Control of, Inter Alia, Those Who Have Lost Japanese Nationality Pursuant to the Treaty of Peace with Japan Art. 2(1), Ministerial Order on the Arrangement of Ministerial Orders Related to the Ministry of Justice and on Transitional Measures upon the Enforcement of the Act Partially Amending the Immigration Control and Refugee Recognition Act and the Special Act on the Immigration Control of, Inter Alia, Those Who Have Lost Japanese Nationality Pursuant to the Treaty of Peace with Japan, and Other Matters Art. 21(4), Special Act on the Immigration Control of, inter alia, those who have lost Japanese Nationality pursuant to the Treaty of Peace with Japan Suppl.
