What this law does
- The Basic Resident Registration Act (住民基本台帳法) requires the Commissioner, on learning in immigration work that a foreign resident's name, date of birth, sex or nationality or region, or the immigration particulars on their resident record — a mid- to long-term resident's status of residence (在留資格), period of stay and residence card number, or a special permanent resident's certificate number, for instance — have changed or are wrong, to tell the mayor of the municipality where they are registered without delay.(Residential Basic Book Act Art. 30-50(1), Residential Basic Book Act Art. 30-45(1)) (the provisions it rests on)

- The notice the Commissioner gives a mayor under Article 30-20 of the Order for Enforcement of the Basic Resident Registration Act (住民基本台帳法施行令, a separate Cabinet Order) is sent from the Commissioner's computer, through a telecommunications line, to the computer the Commissioner has the mayor (in Tokyo's special wards, the ward mayor) use.(Art. 1(1), Art. 1(1)(i)) (the provisions it rests on)
- When a mayor makes, deletes or corrects a foreign resident's resident record for one of the reasons the Immigration Control Act's Enforcement Order lists, the notice to the Commissioner that the Immigration Control Act requires goes the other way: from the computer the Commissioner has the mayor use, through the line, to the Commissioner's computer.(Art. 2(1), Art. 2(1)(i), Immigration Control and Refugee Recognition Act Enforcement Order Art. 24(2), Immigration Control and Refugee Recognition Act Enforcement Order Art. 24(3), Immigration Control and Refugee Recognition Act Art. 61-7-2(1)) (the provisions it rests on)
- In either direction, the notice may be sent on an electronic record medium (電磁的記録媒体) or in writing only where the line has failed or another reason prevents sending it through the line.(Art. 1(1)(ii), Art. 2(1)(ii)) (the provisions it rests on)
