Supplementary Provisions, Article 9-4-9Special Provisions on Payment of Premiums Relating to a Specified Reason
第九条の四の九（特定事由に係る保険料の納付の特例）
An insured person or a person who was an insured person may, when having a period falling under any of the following items (excluding a premium-paid period; referred to in paragraph (3) as "the applicable period"), make a request to that effect to the Minister of Health, Labour and Welfare.
A period found to be one during which the person became unable to pay the premium (in the case of a premium for which part of the amount is treated as not required to be paid under the provisions of Article 90-2, paragraphs (1) through (3), meaning the remaining amount other than that part, and excluding the additional premium; the same applies below in this Article) due to a specified reason; or
特定事由により保険料（第九十条の二第一項から第三項までの規定によりその一部の額につき納付することを要しないものとされた保険料にあつてはその一部の額以外の残余の額とし、付加保険料を除く。以下この条において同じ。）を納付することができなくなつたと認められる期間
A period deemed to be a specified insured period under the provisions of Article 9-4-7, paragraph (3) of the Supplementary Provisions; or
附則第九条の四の七第三項の規定により特定被保険者期間とみなされた期間
A period deemed to be a specified partial exemption period under the provisions of Article 9-4-7, paragraph (4) of the Supplementary Provisions.
附則第九条の四の七第四項の規定により特定一部免除期間とみなされた期間
The Minister of Health, Labour and Welfare is, when finding that the request under the preceding paragraph (limited to one relating to item (i) of that paragraph) is well-founded, or when there has been a request under that paragraph (limited to one relating to item (ii) or item (iii) of that paragraph), to approve that request.
A person who made the request under paragraph (1) may, when having received approval under the provisions of the preceding paragraph, pay, for each month of the applicable period to which that approval relates, the premium in the amount equivalent to the premium for each such month (hereinafter referred to in this Article as the "special premium").
Where the premium that a person who made the request under paragraph (1) (limited to one relating to item (i) of that paragraph) became unable to pay due to a specified reason is the specified premium or any other premium specified by Cabinet Order, the amount of the special premium is, notwithstanding the provisions of the preceding paragraph, the amount specified by Cabinet Order.
Payment of the special premium under the provisions of paragraph (3) is to be made in order, starting with the special premium relating to the premium for the month that elapsed earliest.
Where payment of the special premium is made under the provisions of paragraph (3), the premium for the month to which the payment relates is deemed to have been paid on the day of the request under paragraph (1).
Where a person entitled to receive an old-age basic pension makes payment of the special premium under the provisions of paragraph (3), the amount of the pension is revised from the month following the month that includes the day of the request under paragraph (1).
For the purpose of applying the provisions of Article 18 of the Supplementary Provisions of the 1985 Amendment Act to a person who has paid the special premium under the provisions of paragraph (3), the phrase "the insured period of the National Pension on and after that day" in paragraph (1) of that Article is deemed to be replaced with "the premium-paid period or premium exemption period arising, on and after that day, from payment made under the provisions of Article 9-4-9, paragraph (3) of the Supplementary Provisions of that Act".
The provisions of Article 9-4-7, paragraphs (9) and (10) of the Supplementary Provisions apply mutatis mutandis to approval under the provisions of paragraph (2).
附則第九条の四の七第九項及び第十項の規定は、第二項の規定による承認について準用する。
Beyond what is provided for in the preceding paragraphs, the procedure for the request under paragraph (1) and any other matters necessary concerning the application of the provisions of the preceding paragraphs are specified by Cabinet Order.
