This Act comes into effect as of the date specified by Cabinet Order within a period not exceeding two years and six months from the date of promulgation; provided, however, that the provisions of Article 1, the following Article through Article 5 of the Supplementary Provisions, and Article 26 of the Supplementary Provisions come into effect as of the day on which three months have elapsed from the date of promulgation.
