第一条（施行期日）
Supplementary Provisions, Article 1Effective Date
This Act comes into effect from the time of establishment of the Organization for Small and Medium Enterprises and Regional Innovation, JAPAN (hereinafter referred to as the "Organization"); provided, however, that the provisions set forth in the following items come into effect as of the date specified in the respective items.
この法律は、独立行政法人中小企業基盤整備機構（以下「機構」という。）の成立の時から施行する。ただし、次の各号に掲げる規定は、当該各号に定める日から施行する。
第三十五条（中小企業倒産防止共済法の一部改正に伴う経過措置）
Supplementary Provisions, Article 35Transitional Measures Accompanying the Partial Amendment of the Act on Mutual Relief System for the Prevention of Bankruptcies of Small and Medium-sized Enterprises
An application for a mutual aid contract, an application for an increase or decrease in the monthly premium, and any other procedure made before the enforcement of the provisions of the preceding Article under the provisions of the Act on Mutual Relief System for the Prevention of Bankruptcies of Small and Medium-sized Enterprises before amendment by the provisions of that Article are deemed to have been made under the provisions of the Act on Mutual Relief System for the Prevention of Bankruptcies of Small and Medium-sized Enterprises as amended by the provisions of that Article.
前条の規定の施行前に同条の規定による改正前の中小企業倒産防止共済法の規定によってした共済契約の申込み、掛金月額の増加又は減少の申込みその他の手続は、同条の規定による改正後の中小企業倒産防止共済法の規定によってしたものとみなす。
第五十二条（政令への委任）
Supplementary Provisions, Article 52Delegation to Cabinet Order
Beyond what is provided for in these Supplementary Provisions, transitional measures necessary incidental to the enforcement of this Act are specified by Cabinet Order.
この附則に規定するもののほか、この法律の施行に伴い必要な経過措置は、政令で定める。
定義第二条第二項・法令全体に適用
中小企業者が独立行政法人中小企業基盤整備機構（以下「機構」という。）に掛金を納付することを約し、機構がその中小企業者の取引の相手方たる事業者につき次の各号のいずれかに該当する事態（以下「倒産」という。）が生ずることに関し、この法律の定めるところにより共済金を貸し付けることを約する契約
わかりやすく言うと
中小企業者が中小企業基盤整備機構に掛金を納めることを約束し、機構が、その中小企業者の取引先の事業者が倒産したときに、この法律に従って共済金を貸し付けることを約束する契約です。この共済金は支給されるお金ではなく貸付けで、後で返す必要があります。
略称規定附則第一条第一項
この法律は、独立行政法人中小企業基盤整備機構（以下「機構」という。）の成立の時から施行する。ただし、次の各号に掲げる規定は、当該各号に定める日から施行する。
わかりやすく言うと
独立行政法人中小企業基盤整備機構のことです。平成十四年法律第百四十六号は、一部の規定を除き、この機構が成立した時から施行されます。
独立行政法人中小企業基盤整備機構
中小企業者その他の事業者の事業活動に必要な助言、研修、資金の貸付け、出資、助成、債務の保証、地域における施設の整備、共済制度の運営などの事業を行い、中小企業者その他の事業者の事業活動を活性化するための基盤を整えることを目的とする独立行政法人です（独立行政法人中小企業基盤整備機構法第三条・第四条）。小規模企業共済法による小規模企業共済事業と、中小企業倒産防止共済法による中小企業倒産防止共済事業も、この機構が行います（独立行政法人中小企業基盤整備機構法第十五条第一項第十六号・第十七号）。
