第一条（施行期日）
Supplementary Provisions, Article 1Effective Date
This Act comes into effect on the date of promulgation; provided, however, that the provisions of Articles 16 through 36 of the Supplementary Provisions come into effect on the date specified by Cabinet Order within a period not exceeding six months from the date of promulgation.
この法律は、公布の日から施行する。ただし、附則第十六条から第三十六条までの規定は、公布の日から起算して六月を超えない範囲内において政令で定める日から施行する。
第二十五条（中小企業倒産防止共済法の一部改正に伴う経過措置）
Supplementary Provisions, Article 25Transitional Measures Accompanying the Partial Amendment of the Act on Mutual Relief System for the Prevention of Bankruptcies of Small and Medium-sized Enterprises
An application for a mutual aid contract, an application for an increase or decrease in the monthly premium, and any other procedure made before the enforcement of the provisions of the preceding Article under the provisions of the Act on Mutual Relief System for the Prevention of Bankruptcies of Small and Medium-sized Enterprises before amendment are deemed to have been made under the provisions of that Act after amendment.
前条の規定の施行前に改正前の中小企業倒産防止共済法の規定によつてした共済契約の申込み、掛金月額の増加又は減少の申込みその他の手続は、改正後の同法の規定によつてしたものとみなす。
定義第二条第二項・法令全体に適用
中小企業者が独立行政法人中小企業基盤整備機構（以下「機構」という。）に掛金を納付することを約し、機構がその中小企業者の取引の相手方たる事業者につき次の各号のいずれかに該当する事態（以下「倒産」という。）が生ずることに関し、この法律の定めるところにより共済金を貸し付けることを約する契約
わかりやすく言うと
中小企業者が中小企業基盤整備機構に掛金を納めることを約束し、機構が、その中小企業者の取引先の事業者が倒産したときに、この法律に従って共済金を貸し付けることを約束する契約です。この共済金は支給されるお金ではなく貸付けで、後で返す必要があります。
