Supplementary Provisions, Article 3Preparatory Acts Accompanying the Partial Amendment of the Residential Basic Book Act

第三条（住民基本台帳法の一部改正に伴う準備行為）

The mayor of the municipality (including the head of a special ward; the same applies hereinafter) may, even before the day on which the provisions set forth in Article 1, item (ix) of the Supplementary Provisions come into effect (referred to as the "item (ix) Effective Date" in the following Article), take the preparatory acts necessary for the implementation of the work prescribed in Article 17 (limited to the part pertaining to item (v) and item (vi)) of the Residential Basic Book Act as revised by the provisions of Article 2 (referred to as the "New Residential Basic Book Act" in the following paragraph and the following Article).

市町村長（特別区の区長を含む。以下同じ。）は、附則第一条第九号に掲げる規定の施行の日（次条において「第九号施行日」という。）前においても、第二条の規定による改正後の住民基本台帳法（次項及び次条において「新住民基本台帳法」という。）第十七条（第五号及び第六号に係る部分に限る。）に規定する事務の実施のために必要な準備行為をすることができる。

The mayor of the municipality, the prefectural governor, and the Japan Agency for Local Authority Information Systems may, even before the day on which the provisions set forth in Article 1, item (x) of the Supplementary Provisions come into effect (referred to as the "item (x) effective date" in the following Article and Article 5 of the Supplementary Provisions), take the preparatory acts necessary for the implementation of the work prescribed in Article 17 (limited to the part pertaining to item (iii), item (iv), and item (vii)) and Chapter IV-3 of the New Residential Basic Book Act.

市町村長、都道府県知事及び地方公共団体情報システム機構は、附則第一条第十号に掲げる規定の施行の日（次条及び附則第五条において「第十号施行日」という。）前においても、新住民基本台帳法第十七条（第三号、第四号及び第七号に係る部分に限る。）及び第四章の三に規定する事務の実施のために必要な準備行為をすることができる。
