A municipality (including a special ward; the same applies hereinafter) may, based on the basic policy, prepare a basic plan concerning the promotion of the introduction of advanced equipment, etc. (hereinafter referred to as an "introduction promotion basic plan"), consult with the Minister of Economy, Trade and Industry as specified by Order of the Ministry of Economy, Trade and Industry, and seek that Minister's consent.
An introduction promotion basic plan is to provide for the following matters:
導入促進基本計画においては、次に掲げる事項について定めるものとする。

先端設備等の導入の促進に当たって配慮すべき事項
The Minister of Economy, Trade and Industry is to give consent to an introduction promotion basic plan if the Minister finds that it falls under all of the following items:
経済産業大臣は、導入促進基本計画が次の各号のいずれにも該当するものであると認めるときは、その同意をするものとする。
it conforms to the basic policy;
基本方針に適合するものであること。
the introduction of advanced equipment, etc. under the introduction promotion basic plan is expected to be carried out smoothly and reliably; and
the implementation of the introduction promotion basic plan will contribute to improving the productivity of enterprises located in the municipality.
当該導入促進基本計画の実施が当該市町村に所在する企業の生産性の向上に資するものであること。
When a municipality has obtained the consent referred to in the preceding paragraph for an introduction promotion basic plan, it must publicize the plan without delay.

市町村（特別区を含む。以下同じ。）は、基本方針に基づき、先端設備等の導入の促進に関する基本的な計画（以下「導入促進基本計画」という。）を作成し、経済産業省令で定めるところにより経済産業大臣に協議し、その同意を求めることができる。
わかりやすく言うと
市町村（特別区を含みます）が基本方針に基づいて作成し、経済産業大臣に協議して同意を求めることができる、先端設備等の導入の促進に関する基本的な計画のことです。
特別区
都の区のことです（地方自治法第二百八十一条第一項）。今ある特別区は、東京都の二十三区だけです。特別区は、市町村と同じく住民に身近な地方公共団体（基礎的な地方公共団体）で、都が特別区のある区域全体でまとめて行う仕事を除き、ふつうは市町村が行う仕事を行います（同法第二百八十一条の二第二項）。市の仕事について定めた法令の規定は、その仕事を特別区が行う場合には特別区にも当てはまります（同法第二百八十一条第二項・第二百八十三条第二項）。そのまま当てはめにくいときは、政令で特別の定めを置くことができます（同法第二百八十三条第三項）。
