The competent minister may, as provided by order of the competent ministry, certify, upon application, a person that conducts the work prescribed in the following paragraph (hereinafter referred to as "support work for management innovation, etc.") and that is found to conform to the basic policy, as a person that conducts support work for management innovation, etc.
A person that has obtained the certification under the preceding paragraph (hereinafter referred to as a "certified support body for management innovation, etc.") is to conduct the following work:
前項の認定を受けた者（以下「認定経営革新等支援機関」という。）は、次に掲げる業務を行うものとする。
analysis of the content of management resources, financial position and other management conditions of small and medium-sized enterprises, etc. that intend to carry out management innovation or management capacity improvement;
guidance and advice concerning the formulation of a plan for a business for management innovation or a business pertaining to management capacity improvement, and guidance and advice necessary for the implementation of the business carried out in accordance with that plan.
A person who seeks to obtain the certification referred to in paragraph (1) must submit to the competent minister a written application stating the following matters, as specified by order of the competent ministry.
第一項の認定を受けようとする者は、主務省令で定めるところにより、次に掲げる事項を記載した申請書を主務大臣に提出しなければならない。
the name or title and address and, in the case of a corporation, the name of its representative;
氏名又は名称及び住所並びに法人にあっては、その代表者の氏名
the location of its office;
事務所の所在地
the following matters concerning support work for management innovation, etc.:
経営革新等支援業務に関する次に掲げる事項
the content of the support work for management innovation, etc.;
経営革新等支援業務の内容
the system for implementing the support work for management innovation, etc.;
経営革新等支援業務の実施体制
other matters specified by order of the competent ministry, in addition to those set out in (a) and (b).
イ及びロに掲げるもののほか、主務省令で定める事項
A certified support body for management innovation, etc. must notify the competent minister to that effect without delay when there is a change in the matters set out in items (i) and (ii) of the preceding paragraph, and in advance when it intends to make a change in the matters set out in item (iii), (a) through (c) of that paragraph (excluding minor changes specified by order of the competent ministry).
認定経営革新等支援機関は、前項第一号及び第二号に掲げる事項に変更があったときは遅滞なく、同項第三号イからハまでに掲げる事項の変更（主務省令で定める軽微な変更を除く。）をしようとするときはあらかじめ、その旨を主務大臣に届け出なければならない。

事業者が、事業活動に有用な知識又は技能を有する人材の育成、財務内容の分析の結果の活用、商品又は役務の需要の動向に関する情報の活用、経営能率の向上のための情報システムの構築その他の方法であって、現に有する経営資源（設備、技術、個人の有する知識及び技能その他の事業活動に活用される資源をいう。以下同じ。）又は次に掲げるいずれかの措置（以下「事業承継等」という。）により他の事業者から取得した若しくは提供された経営資源を高度に利用するものを導入して事業活動を行うことにより、経営能力を強化し、経営の向上を図ること

主務大臣は、主務省令で定めるところにより、次項に規定する業務（以下「経営革新等支援業務」という。）を行う者であって、基本方針に適合すると認められるものを、その申請により、経営革新等支援業務を行う者として認定することができる。

経営革新や経営力向上を行おうとする中小企業等の経営資源、財務内容などの経営の状況の分析と、その事業の計画の策定や計画に従った事業の実施についての指導と助言を行う業務のことです（第三十一条第二項）。

前項の認定を受けた者（以下「認定経営革新等支援機関」という。）は、次に掲げる業務を行うものとする。
