This Act comes into effect as of the date specified by Cabinet Order within a period not exceeding six months from the date of promulgation; provided, however, that the provisions set forth in the following items come into effect as of the dates specified respectively in those items.

The government must endeavor to take the necessary measures, such as enhancing the employment placement provided by public employment security offices or employment placement business operators (meaning employment placement business operators prescribed in Article 4, paragraph (7) of the Employment Security Act (Act No. 141 of 1947)), in order to achieve stable employment for dispatched workers who will become unable to work through worker dispatch as a result of the enforcement of this Act and for other dispatched workers, and to support employers in securing labor.

①Approximately three years after this Act comes into effect, the government is to review the provisions of the Act on Ensuring the Proper Operation of Worker Dispatching Services and Protecting Dispatched Workers and other Acts as amended by this Act, including measures for the further protection of dispatched workers, taking into consideration the status of enforcement of those provisions and other circumstances, and, if it finds it necessary, is to take required measures based on the results of that review.

②Taking into account the provisions of the preceding paragraph, and in view of the importance of protecting dispatched workers, the government is to promptly review the matters found to be particularly necessary from the viewpoint of protecting dispatched workers, such as how the responsibilities of clients should be framed.

③After this Act comes into effect, the government is to promptly review how worker dispatch involving persons who are not workers employed on a regular basis should be framed, how worker dispatch for work of manufacturing goods should be framed, and how specified worker dispatching services (meaning the specified worker dispatching services prescribed in Article 2, item (v) of the Act on Ensuring the Proper Operation of Worker Dispatching Services and Protecting Dispatched Workers) should be framed, taking into consideration the status of enforcement of the provisions of the Act on Ensuring the Proper Operation of Worker Dispatching Services and Protecting Dispatched Workers and other Acts as amended by this Act, the actual state of work of elderly persons, and other circumstances.

With regard to the application of penal provisions to acts committed before this Act comes into effect and to acts committed after this Act comes into effect in the cases where the provisions then in force continue to govern pursuant to the provisions of paragraph (1) of the preceding Article, the provisions then in force continue to govern.

Beyond what is provided for in these Supplementary Provisions, transitional measures necessary in connection with the enforcement of this Act are specified by Cabinet Order.
