If the Chief of the competent Public Employment Security Office finds that there is an unavoidable reason, the Chief may pay the basic allowance at the competent Public Employment Security Office at the request of the qualified recipient.
A qualified recipient who seeks to receive payment of the basic allowance under the preceding paragraph must appear at the competent Public Employment Security Office on the payment day and submit the qualified recipient's certificate (or, where that qualified recipient has been issued a notice of recipient qualification, present the Individual Number Card); provided, however, that this does not apply where there are legitimate grounds for being unable to submit the qualified recipient's certificate (or, where that qualified recipient has been issued a notice of recipient qualification, to present the Individual Number Card).
The provisions of Article 22, paragraph (2) apply mutatis mutandis to the payment of the basic allowance to a qualified recipient.
