Supplementary Provisions
附 則
This Act comes into effect on April 1, 2009.
この法律は、平成二十一年四月一日から施行する。
If, on the date this Act comes into effect, there is an insured person who belongs to the household of a Householder who has been issued a health insurance certificate pursuant to the provisions of Article 9, paragraph (6) of the National Health Insurance Act prior to amendment by this Act and who is in the period until the first March 31 on or after the day on which the insured person reaches the age of 15 (excluding a person who is eligible to receive the payment, etc. of general illness medical expenses for atomic bomb survivors prescribed in paragraph (3) of that Article), the Municipality or special ward is to, promptly after this Act comes into effect, issue to that Householder a health insurance card for that insured person with a validity period of six months.
この法律の施行の日において、この法律による改正前の国民健康保険法第九条第六項の規定により被保険者資格証明書の交付を受けている世帯主の世帯に属する十五歳に達する日以後の最初の三月三十一日までの間にある被保険者（同条第三項に規定する原爆一般疾病医療費の支給等を受けることができる者を除く。）があるときは、市町村又は特別区は、この法律の施行後速やかに、当該世帯主に対し、当該被保険者に係る有効期間を六月とする被保険者証を交付するものとする。
The provisions of the preceding paragraph apply mutatis mutandis to a health insurance card for the national health insurance provided by a National Health Insurance Society. In this case, the phrase "Article 9, paragraph (6)" in that paragraph is deemed to be replaced with "Article 9, paragraph (6) of that Act as applied mutatis mutandis pursuant to Article 22", the phrase "Householder" with "Society member", and the phrase "Municipality or special ward" with "National Health Insurance Society".
A Municipality or special ward must take the necessary measures with respect to national health insurance premiums (including the national health insurance tax under the provisions of the Local Tax Act (Act No. 226 of 1950)), in order to prevent delinquency by, among other things, ensuring that the system of reduction and exemption, etc. is thoroughly publicized, and to ensure the effective collection from persons who are delinquent even though no special reason is found to exist.
市町村又は特別区は、国民健康保険の保険料（地方税法（昭和二十五年法律第二百二十六号）の規定による国民健康保険税を含む。）について、減免制度等の十分な周知を図ること等を通じて滞納を防止し、及び特別の理由があると認められないにもかかわらず滞納している者からの実効的な徴収の実施を確保するため、必要な措置を講じなければならない。
