Supplementary Provisions

①This Act comes into effect on the date of promulgation; provided, however, that the provisions amending Article 42, paragraph (1) and Article 52, paragraph (1) come into effect on January 1, 1968.

②With respect to the proportion of the co-payment relating to benefits for medical treatment provided before January 1, 1968 and the amount of medical expenses relating to medical treatment provided before that date, the provisions then in force continue to govern.

③The provisions of Article 70 as amended by this Act apply, with respect to expenses required for benefits for medical treatment and payment of medical expenses relating to a Householder (for a household whose Householder is not an insured person, the insured person belonging to that household who is specified by Ministry of Health and Welfare Order based on the provisions of the proviso to Article 42, paragraph (1) prior to amendment by this Act; the same applies hereinafter), to expenses required for benefits for medical treatment provided on or after April 1, 1966 and for payment of medical expenses relating to medical treatment provided on or after that date, and with respect to the national share of expenses required for benefits for medical treatment provided before that date and for payment of medical expenses relating to medical treatment provided before that date, the provisions then in force continue to govern.

④The provisions of Article 70 as amended by this Act apply, with respect to expenses required for benefits for medical treatment and payment of medical expenses relating to insured persons other than the Householder, for each Municipality listed in the following items, to expenses required for benefits for medical treatment provided on or after the date specified in the relevant item (hereinafter referred to as the "base date") and for payment of medical expenses relating to medical treatment provided on or after the base date, and with respect to the national share of expenses required for benefits for medical treatment provided before the respective base dates and for payment of medical expenses relating to medical treatment provided before the respective base dates, the provisions then in force continue to govern.

⑤The Minister of Health and Welfare is to draw up a plan in advance so that the total number of insured persons other than Householders in the municipalities listed in item (ii) of the preceding paragraph and the total number of insured persons other than Householders in the municipalities listed in item (iii) of that paragraph are approximately the same, and to grant the approval under item (ii) of that paragraph on the basis of that plan.

⑥In drawing up the plan under the preceding paragraph, consideration is to be given, taking into account the level of medical care in municipalities, the income situation of insured persons and other such matters, so that priority is given to municipalities recognized as having a high need to set the proportion of the co-payment relating to benefits for medical treatment of insured persons other than the Householder at three-tenths or less.

⑦The municipalities listed in items (i) and (ii) of paragraph (4) may not, on or after their respective base dates, set the proportion of the co-payment relating to benefits for medical treatment of insured persons other than the Householder at a proportion exceeding three-tenths.

⑧The provisions of Article 72, paragraph (2) as amended by this Act apply from the adjusting subsidy for fiscal year 1966.

⑨The provisions of Article 231-3, paragraph (3) of the Local Autonomy Act also apply to insurance premiums and other money collected under the provisions of the National Health Insurance Act whose due date for payment arrived before the date of promulgation of this Act and which have not been paid by that date (including fees and delinquent charges under the provisions of paragraph (2) of that Article relating to those insurance premiums and other money collected).
