This Act comes into effect as of the date on which the Act for Establishment of the Consumer Affairs Agency and the Consumer Commission (Act No. 48 of 2009) comes into effect; provided, however, that the provisions set forth in the following item come into effect as of the date specified in that item.

①Licenses, permissions, authorizations, approvals, designations, or other dispositions, or notices or other acts, made before this Act comes into effect pursuant to the provisions of the respective laws prior to their amendment by this Act (including orders based on them; hereinafter referred to as "former laws and regulations") are, unless otherwise provided for by laws and regulations, deemed after this Act comes into effect to be licenses, permissions, authorizations, approvals, designations, or other dispositions, or notices or other acts, made pursuant to the corresponding provisions of the respective laws as amended by this Act (including orders based on them; hereinafter referred to as "new laws and regulations").

②Applications for licenses, notifications, or other acts that have been made pursuant to the provisions of the former laws and regulations at the time this Act comes into effect are, unless otherwise provided for by laws and regulations, deemed after this Act comes into effect to be applications for licenses, notifications, or other acts made pursuant to the corresponding provisions of the new laws and regulations.

③With regard to matters for which a report, notification, submission, or other procedure must be made before this Act comes into effect pursuant to the provisions of the former laws and regulations, and for which the procedure has not been made before the effective date of this Act, the provisions of the new laws and regulations apply after this Act comes into effect, deeming those matters to be matters for which the procedure has not been made pursuant to the corresponding provisions of the new laws and regulations, unless otherwise provided for by laws and regulations.

A Cabinet Office Order under Article 7, paragraph (3) of the Act for Establishment of the Cabinet Office or a Ministerial Order under Article 12, paragraph (1) of the National Government Organization Act issued pursuant to the provisions of the former laws and regulations is to have effect after this Act comes into effect, unless otherwise provided for by laws and regulations, as the corresponding Cabinet Office Order under Article 7, paragraph (3) of the Act for Establishment of the Cabinet Office or the corresponding Ministerial Order under Article 12, paragraph (1) of the National Government Organization Act issued on the basis of the corresponding provisions of the new laws and regulations.

With regard to the application of penal provisions to acts committed before this Act comes into effect and to acts committed after this Act comes into effect in the cases where the provisions then in force continue to govern pursuant to the Supplementary Provisions of this Act, the provisions then in force continue to govern.

Beyond what is provided for in Article 2 through the preceding Article of the Supplementary Provisions, transitional measures necessary for the enforcement of this Act (including transitional measures concerning penal provisions) are specified by Cabinet Order.
