This Act comes into effect as of the date specified by Cabinet Order within a period not exceeding six months from the date of promulgation; provided, however, that the provisions of Article 19, Article 21, item (ii), and Article 3 and Article 4 of the Supplementary Provisions come into effect as of the date of promulgation.

①The provisions of Article 4 and Article 9 do not apply to an offer to enter into a sales contract that a seller received before this Act comes into effect.

②The provisions of Article 5, paragraphs (1) through (3) and Article 7 do not apply to a sales contract concluded before this Act comes into effect.

③The provisions of Article 6 do not apply to: an offer to enter into a sales contract that a seller received before this Act comes into effect; a sales contract concluded after this Act comes into effect, where the contract is concluded pursuant to such an offer; or a sales contract concluded before this Act comes into effect.

④The provisions of Article 15, paragraph (2) and Article 16 do not apply to a contract for a transaction equivalent to the multilevel marketing transactions prescribed in Article 11, paragraph (1), concluded by a person who carried on, before this Act comes into effect, a business equivalent to the multilevel marketing business prescribed in that paragraph.

⑤With respect to the application of the provisions of Article 18 to the sending of goods conducted by a seller before this Act comes into effect, the term "the day on which the goods were sent" in paragraph (1) of that Article is deemed to be replaced with "the day on which this Act comes into effect".
