Article 95-5Special Rules for Persons Who Have Only an Individual Number Card Bearing a License Information Record
第九十五条の五（免許情報記録個人番号カードのみを有する者の特則）
When granting a different type of license prescribed in Article 92, paragraph (2) to a person who currently holds a license and has only an Individual Number Card bearing a license information record for that license, notwithstanding paragraph (1) of that Article, the different type of license is deemed to have been granted by the rewriting of the license information record pursuant to Article 92, paragraph (2) as applied by replacing terms pursuant to Article 95-3.
With regard to the application of Article 94, paragraphs (1) and (3) to a person who currently holds a license and has only an Individual Number Card bearing a license information record, in paragraph (1) of that Article, the phrase "file with the public safety commission with jurisdiction over the domicile thereof (if the licensee's address has changed to a different jurisdiction, the public safety commission with jurisdiction over the new domicile) and have it include (or record pursuant to the preceding Article) the current information on the license" is deemed to be replaced with "file with the public safety commission with jurisdiction over the domicile thereof (if the licensee's address has changed to a different jurisdiction, the public safety commission with jurisdiction over the new domicile)", and in paragraph (3) of that Article, the phrase "paragraph (1)" with "paragraph (1) as applied by replacing terms pursuant to Article 95-5, paragraph (2)".
Among the persons prescribed in the preceding paragraph, those set forth in the following items are not required to file a notification of a change in the particulars specified in the relevant item, notwithstanding Article 94, paragraph (1) as applied by replacing terms pursuant to that paragraph:
a person who has taken, with respect to the National Public Safety Commission, the measures that Cabinet Office Order prescribes as measures for the National Public Safety Commission to be provided, pursuant to Article 120-3, paragraph (3) of the Family Register Act (Act No. 224 of 1947), with the family register electronic certificate prescribed in paragraph (1) of that Article (limited to one certifying the person's registered domicile after the change): registered domicile;
国家公安委員会に対し、戸籍法（昭和二十二年法律第二百二十四号）第百二十条の三第三項の規定により国家公安委員会が同条第一項に規定する戸籍電子証明書（その者の変更した後の本籍を証明するものに限る。）の提供を受けるための措置として内閣府令で定める措置を講じた者 本籍
a person who is taking, with respect to the National Public Safety Commission, the measures that Cabinet Office Order prescribes as measures for the National Public Safety Commission to be provided, pursuant to Article 18, paragraph (3) of the Act on Certification Business of the Japan Agency for Local Authority Information Systems in Relation to Electronic Signatures, etc. (Act No. 153 of 2002), with the specified signature-use electronic certificate record information prescribed in that paragraph (limited to information relating to the electronic certificate for signature for an Individual Number Card, prescribed in Article 3, paragraph (1) of that Act, recorded on the person's Individual Number Card): address, name, and date of birth.
国家公安委員会に対し、電子署名等に係る地方公共団体情報システム機構の認証業務に関する法律（平成十四年法律第百五十三号）第十八条第三項の規定により国家公安委員会が同項に規定する特定署名用電子証明書記録情報（その者の個人番号カードに記録された同法第三条第一項に規定する個人番号カード用署名用電子証明書に係るものに限る。）の提供を受けるための措置として内閣府令で定める措置を講じている者 住所、氏名及び生年月日
In order to ensure propriety in functions related to licenses, the National Public Safety Commission is to notify each public safety commission of the particulars specified in the relevant item, according to the category of cases set forth in each of the following items:
when it has been provided with the family register electronic certificate prescribed in item (i) of the preceding paragraph or the specified signature-use electronic certificate record information prescribed in item (ii) of that paragraph: the particulars that Cabinet Office Order prescribes relating to that family register electronic certificate or that specified signature-use electronic certificate record information;
when the measures prescribed in item (ii) of the preceding paragraph have begun or ended: the fact that those measures have begun or ended and other particulars that Cabinet Office Order prescribes.
前項第二号に規定する措置が開始され、又は終了したとき 当該措置が開始され、又は終了した旨その他の内閣府令で定める事項
