①Among persons who currently hold a license (excluding a provisional license; the same applies hereinafter in this Article), a person who holds only a license in respect of that license, and a person who holds neither a license nor an Individual Number Card bearing a license information record prescribed in paragraph (4), may at any time apply to the public safety commission with jurisdiction over the person's domicile for the recording of specified license information pertaining to that license in the segmented part (meaning the part separated from the part in which the card-recorded matters prescribed in Article 18 of that Act are recorded; the same applies hereinafter) of the person's Individual Number Card (meaning the Individual Number Card prescribed in Article 2, paragraph (7) of the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures (Act No. 27 of 2013); the same applies hereinafter).

②The specified license information in the preceding paragraph means the following matters:

④A person who holds a license and an Individual Number Card bearing a license information record (meaning an Individual Number Card on which the specified license information pertaining to that person is recorded; the same applies hereinafter) may at any time return the license to the public safety commission with jurisdiction over the person's domicile.

⑤An application under paragraph (1) may, notwithstanding that paragraph, also be made when a person who does not currently hold a license seeks to receive issuance of a license under Article 92, paragraph (1).

⑥A person who files an application under paragraph (1) when seeking to receive issuance of a license under Article 92, paragraph (1) may, together with that application, make a request to the effect that the person does not wish to receive issuance of that license. In such a case, upon the person's having received the recording of specified license information under paragraph (3), that license is deemed to have been issued under paragraph (1) of that Article and returned under paragraph (4).

⑦An Individual Number Card bearing a license information record is deemed to be a license for the purpose of the application of the preceding Article.

⑧If a police officer has asked a person to present a license under Article 67, paragraph (1) or (2) and has been presented with an Individual Number Card bearing a license information record that is deemed to be a license under the preceding paragraph, the police officer may ask the person who presented it to undergo the measures necessary for the police officer to confirm the specified license information recorded on that Individual Number Card. In such a case, the person who has been so asked must comply.

⑨The invalidation of an Individual Number Card under the provisions of the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures is not to affect the validity of the license information record.

⑩A person who has a license and an Individual Number Card bearing a license information record may, at any time, present the Individual Number Card bearing a license information record to the public safety commission with jurisdiction over that person's domicile and receive the deletion of the license information record.

⑪Among persons who currently hold a license, a person who has only an Individual Number Card bearing a license information record for that license may, at any time, apply to the public safety commission with jurisdiction over that person's domicile for the issuance of the license relating to that license.

⑫Necessary matters concerning the procedures for the application under paragraph (1) and the preceding paragraph and the procedures for the request under paragraph (6) are prescribed by Cabinet Office Order.
