With regard to a person who holds a license (excluding one pertaining to a provisional license; the same applies in Article 107) and an Individual Number Card bearing a license information record, when a public safety commission has revoked the person's license pursuant to Article 104-2-2, paragraph (1), (2), or (4), Article 104-2-4, paragraph (1), (2), or (4), or Article 104-4, paragraph (2), it is to carry out the issuance of a license under Article 106-3, paragraph (2) and the rewriting of the license information record under paragraph (2) of the preceding Article only where that person has returned the license pursuant to Article 106-3, paragraph (1) and presented the Individual Number Card bearing a license information record pursuant to paragraph (1) of the preceding Article.
