Article 46Receipt of the Basic Allowance through an Agent

①Where a qualified recipient (excluding a qualified recipient paid by bank transfer) is unable to appear at the competent Public Employment Security Office on the payment day because of illness, injury, taking up employment or other unavoidable reasons, that person's agent may receive payment of the basic allowance to be paid to that qualified recipient. In this case, the agent must submit to the Chief of the competent Public Employment Security Office the qualified recipient's certificate and the documents proving the agent's capacity (or, where that qualified recipient has been issued a notice of recipient qualification, the documents proving that capacity).

②The provisions of the proviso to Article 22, paragraph (1) apply mutatis mutandis to the case in the second sentence of the preceding paragraph.
